Summary

Due to the Pandemic, and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. Responsibilities

Serves as first level manager to assigned workforce consisting of engineers, and support personnel. Directs the work of subordinate employees at the organizational unit level.

Work includes routine project/program tasks based on established policies, procedures, and guidelines. Managerial duties affect employees in one organizational unit and include setting priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking or recommending corrective/disciplinary action as appropriate.

Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages

budget and requests additional resources as needed. Contributes to the budget planning process and

project short-term/future needs. Applies a comprehensive knowledge of the technical aspects of the

work directed and a detailed understanding of the objectives of the organizational unit.

Performs professional engineering and/or project management work that could be local, limited to

one Service Area, or nationally focused. Applies both engineering and management principles and

practices while maintaining schedules of review and formulating policy and operating procedures.

Contacts are primarily with organization unit/major subdivision with subordinates, peers, and

higher- level managers. May have frequent contacts with customers to explain policies, procedures

or projects/ programs.

Established guidelines, policies, and procedures typically govern work. Resolves routine problems

independently, but consults with higher-level management when existing guidelines are not available

or applicable to complex problems.

Individual and organizational performance is typically reviewed periodically by higher level

management, often through status reports and organizational performance measures, to ensure

timeliness, policy compliance, and alignment with project/program objectives.

Work activities typically impact directly on the objectives of the organizational unit.

Qualifications

Basic Requirements:
All applicants must meet one of the following basic requirements:

A. Successful completion of a 4-year degree in professional engineering; OR,

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1.Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2.Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

3.Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences.

4.Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience: In addition to the basic requirement listed above, to qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Examples of Specialized Experience may include but are not limited to: work experience in any discipline of professional engineering with emphasis on project management skills.

This includes any advanced engineering work, job planning, instructing, and functioning as project leader, as well as directing and overseeing other communications engineers that are serving this same purpose. This position will be responsible for maintaining accurate records to support all company communications responsibilities, particularly in regards to supporting Operational and Information Technologies (OT/IT) needs. ESSENTIAL FUNCTIONS: * Supervisory Control and Data Acquisition (SCADA) * Project Facilitation: * Specify materials and implement construction for large projects to support distribution and transmission pipelines. * Act as Project Manager for large projects. * Prepare feasibility studies of projects, including preliminary designs, estimates, and operation costs. * Plan and conduct work requiring independent judgment in the evaluation, selection and modification of techniques, procedures and criteria of special projects. * Telephony / Network * Maintain all telecommunications equipment and systems in satisfactory operating condition * Perform a variety of engineering work in the planning and design of backbone infrastructure to support the business needs and other industrial processes. Assume the responsibility of Project Manager for large projects on the communication system. * Support the integration of new technologies and updating ENSTAR's technology plan. * Participate in drafting and updating ENSTAR's Emergency Procedures Plan. * Provide technical support and proper specifications for operating the various networks. * Wireless * Install, maintain, and operate both microwave and mobile based (VHF) radio equipment including testing and maintenance of telemetry alarm equipment, microwave multiplex or carrier equipment, and all related or supporting equipment as assigned * Maintain ENSTAR's spread-spectrum communications network and cellular APNs * Recommend appropriate action to assure conformance with federal, state and municipal legislation and regulations regarding licensing. * Maintain ENSTAR's FCC licenses and update regularly and serve as liaison for our licensing attorneys. * Serve as liaison between ENSTAR and regulatory agencies concerned with licensing and permits. * General - Be proficient and supervise others in the following areas * Create designs and specify equipment for new and replacement projects after reviewing necessary parameters. * Perform project management and review bids for advanced level projects. Prepare cost estimates as needed. * Document and maintain log of equipment in field as well as work that has been done. * Maintain and upgrade the electrical backup systems that provide power for communications equipment. * Complete specifications on purchase orders, work orders and review invoices. * Independently research specific advanced engineering topics and projects to resolve technical inquiries.
