You will serve as the Engineering and Planning Department Deputy Department Head responsible for the engineering support of U.S. Naval submarines.
You will be responsible for providing direction and supervision for work performed in subordinate units.
You will provide expert professional engineering advice, consultation and guidance in the broad range of engineering support functions provided by the Engineering Department.
You will identify, evaluate, and resolve waterfront technical problems through the collection, evaluation, analysis, and dissemination of submarine hull, mechanical, and electrical systems engineering data.
You will provide a Local Technical Authority (LTA) approval and/or recommendation on Departures that are prepared by TRIREFFAC, or are submitted by the Fleet, to address non-conformances on systems and/or processes.

You will be required to successfully complete a pre-appointment physical examination.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing the principles and techniques of engineering management in order to investigate unresolved technical issues onboard submarines;
Experience interpreting and/or applying specifications, standards and regulations pertaining to design, maintenance, safety or operation of assigned equipment/systems;
Experience carrying out effective communication on programmatic waterfront/HM&E systems engineering matters;
Experience presenting findings and recommendations in formal engineering reports suitable for internal and external distribution;
Experience with the fields of engineering (e.g. naval architecture, marine and mechanical engineering, electrical and electronics engineering, materials engineering, and chemical engineering/chemistry) that pertain to complex submarine maintenance and design in order to analyze problems from an overall system viewpoint.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
