This position is established on a Forest Service Unit to serve as the Superintendent of an Inter-agency Hotshot Crew. The primary responsibility of the incumbent is the leadership of an effective fire suppression resource.

Serves as Superintendent of an organized, highly skilled 20 person Hotshot Crew, and makes on-site evaluations of conditions, making tactical decisions, and determining appropriate responses. Recognizes, responds to, and communicates changes in predicted weather and fire behavior, topography and fuel types, and adapts planned strategies and tactics to identify and relocate fire-lines, escape routes and safety zones.
Determines presuppression and suppression needs annually and facilitates procurement and fleet management. Formulates and prepares project plans for the hotshot crew and aids in the development of the hotshot crew portion of the unit's budget.
Develops and implements a training program for the Hotshot Crew in compliance with applicable requirements of providing complete coverage of fire suppression, procedures, methods, techniques, and physical conditioning.
Responsible for fire related assignments and project work, such as monitoring fuel inventories, preattack planning, brush disposal, backlog fuels disposal and preparation, and Environmental Assessment development.
Supervises a group of employees performing work at the GS-5 or GS-6 grade level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Performs wildfire suppression support as directed within training and physical and other duties as assigned.

DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
WORK CAPACITY TEST (WCT) for certain Interagency Fire Program Management (IFPM) or Fire Program Management (FS-FPM) positions: This position participates in wildland firefighting activities.
Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS, MODERATE, or LIGHT level is a condition of employment. The arduous, moderate, or light WCT is dependent on the incumbent's NWCG (National Wildfire Coordinating Group) incident management qualifications required for their IFPM or FS-FPM position. This announcement constitutes the required 30 days advanced notice for testing requirements.
Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination. There may be additional Conditions of Employment not listed here, however applicants will be notified of any specific requirements at the time a tentative job offer is made.

GS-09: One year of specialized experience equivalent to at least the GS-08 grade level; or masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or University by the U.S. Department of Education and demonstrate the knowledge, skills, and abilities necessary to do the work.
Specialized experience is defined as: Identified and analyzed suppression tactics and strategies employed on wildland fires, and revises and/or develops approaches in view of such condition;Responsible for making on-site evaluations of conditions, making tactical decisions, and determining appropriate responses pertinent to initial attack, large wildland fire suppression activities and wildland urban interface/intermix situations and exercised discretion in selecting work methods from among a variety of alternatives used to plan and execute support activities for fire and aviation management.
This position has been identified as High or Moderate or Low Complexity under the Interagency Fire Program Management (IFPM) or Forest Service Fire Program Management (FS-FPM) and is subject to selective placement factor requirements contained in the Interagency Fire Program Management (IFPM) Standard and Guide when filling this vacancy. IFPM or FS-FPM selective placement factors are made up of a primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. The applicant must possess these qualifications at the applicable complexity level to be considered eligible for this position.
SELECTIVE PLACEMENT FACTORS:
Successfully completed the Primary NWCG Core Requirements of Task Force Leader (TFLD).
Successfully completed the Secondary NWCG Core Requirement of Incident Commander Type 4 (ICT4) AND Firing Boss (FIRB).
In order to be considered for this position, copies of your Incident Qualification and Certification System (IQCS) Master Record (or equivalent training documents) which contain documented proof of the certification or attainment of the IFPM Selective Placement Factor for this position MUST be attached to your application. Currency Requirement: Required to maintain currency once hired into the position. Currency of NWCG qualifications is not required for selection.
If not currently qualified, the applicant must provide documented evidence that they have been fully qualified in the past, and are able to regain currency within one year of being hired. Failure to provide this documentation will result in disqualification.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
