This position is located in the Metropolitan Police Department (MPD), Executive Office of the Chief of Police (EOCOP), Freedom of Information Act (FOIA) Branch. The incumbent is responsible for training and supervising FOIA Specialists assigned to the FOIA Branch.

The incumbent will be responsible for the following:

  • Directly trains, and supervises FOIA Specialists assigned to the FOIA Unit. Ensures staff is properly instructed/trained on duties and requirements of the position.

  • Full accountability for receipt, research, evaluation, preparation, and timely disclosure of information in response to requests made to the Department under the Freedom of lnformation Act.

  • Serves as principal technical advisor, authority, and consultant on matters with FOIA impact, records management, and public controls.

  • Provides advice on the legal implications of FOIA, associated regulations, and related legislation, such as the Drivers Privacy Protection Amendment Act, to members of the public, media, and other agencies.

  • Oversees the review and analysis of appeals from denials of access to records requested under the FOIA and withheld after initial review and/or the imposition of fees and recommendations of the decision on release/non-release of records and whether to charge, reduce or waive fees.

  • Monitors daily workload to ensure documents and records received are properly received and filed in an efficient and accurate manner.

  • Ensures an appropriate level of disclosure of information under FOIA takes place in a timely manner and in accordance with legislation, regulations, and case law.

  • Receives and reviews FOIA request assignments in collaboration with other FOIA Specialist as appropriate to departmental components to ensure that the assignments are appropriate and assign the FOIA requests to other departmental components.

  • Reviews and analyzes appeals from denials of access to records requested under FOIA and recommends final decision or release/non-release of records.

  • Reviews certifications to ensure that searches are adequate and to contact the departmental components regarding searches.

  • Serves as liaison to external customers and recipients to clarify and resolve issues. Develops policy and procedures with regard to the administration of FOIA.

  • Conducts processing assessment reviews to determine the Department's level of quality and compliance with existing relevant regulations, laws, and/or written instructions. Makes recommendations for changes and improvements on an on-going basis.

  • Plans, organizes, and conducts reviews of the program offices to determine the quality of compliance with FOIA, regulations, laws, and instructions.

  • Performs all functions of the FOIA Office as needed.

  • Performs other related duties as assigned.

Education:

High School Diploma or its equivalent is required. Bachelor's degree preferred.

Work Experience:

A minimum of one year of experience equivalent to the next lower grade level or equal private sector experience that has equipped you with the experience to perform the duties of this position. One year of prior management/leadership experience required.

Work Environment:

Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

Other Significant Factors:

This position is deemed as "Security Sensitive" pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

a. Traffic record check (as applicable);

b. Pre-employment drug and alcohol test (as applicable);

c. Consumer credit check (as applicable);

d. Reasonable suspicion drug and alcohol test;

e. Random drug and alcohol test;

f. Return to duty or follow-up drug and alcohol test; and

g. Post-accident or incident drug and alcohol test.

The incumbent is required to possess and maintain a valid motor vehicle operator's permit.

This position is "At Will". At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
