This position is a SUPERVISORY FISH & WILDLIFE BIOLOGIST, GS- 0401-13 working in Arcata, CA for the R8-Arcata Fish and Wildlife Office.

This is a temporary promotion not to exceed 1 Year. Temporary promotion may be extended up to 5 years or may be made permanent without further competition.As a SUPERVISORY FISH & WILDLIFE BIOLOGIST your duties will include but are not limited to the following:

  • Serves as a supervisor, exercising the full range of supervisory and managerial duties for the staff including, but not limited to, budget development and prioritizing workload.

  • Provides administrative and technical guidance to subordinate staff and gives advice and support to other Service units in the region in carrying out the Service's responsibilities.

  • Provides scientific review and recommendations on actions involving listed species and critical habitat and to protect and enhance fish and wildlife resources and their habitat.

  • Carrying out the Service's Congressionally legislated authorities, court-mandated actions, Treaty and Native American Trust Responsibilities, Department of the Interior (Interior) Policies and National Goals, including, but not limited to, the Endangered Species Act, the Fish and Wildlife Coordination Act, the Partners for Fish and Wildlife Act, the Migratory Bird Treaty Act, the Clean Water Act, the National Environmental Policy Act, Sikes Act, numerous other Federal laws, policies, and administrative regulations.

  • Implements of the above Service mandates includes endangered species consultations; development of habitat conservation plans, critical habitat designations, recovery plans, and listing/delisting efforts; implementing habitat restoration actions; working with the states, Native American tribes, and other federal agencies on land management issues; developing and implementing conservation and recovery actions, and appropriate research studies.

Only experience and education obtained by 05/13/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  • Successfully completed a full four year course of study in an accredited college or university leader to a bachelors degree or higher in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. I will submit my transcripts with my application that verifies this. OR
  • Possess a combination of education and experience that included coursework equivalent to a major (i.e. 24 semester/36 quarter hours or school equivalent) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines as shown in A above, PLUS appropriate experience or additional education, and in combination equals 100% of the basic requirements.

Minimum Qualification [GS-13]

  • Possess one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes the following: 1) Managing/leading a staff of biological/natural resource professionals; 2) Evaluating species and/or habitat plans and developing collaborative solutions for resource management problems; 3) Coordinating with and advising Federal, State and local agencies, Tribes, non-governmental organizations, industry representatives, private landowners, and others to conserve fish, wildlife or plants; and 4) Mentoring lower-level employees on endangered species listing, recovery, or consultation; or habitat conservation, including providing oversight and guidance on complex and controversial conservation policy and technical issues

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

i. Area of Consideration.

ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.

iii. Time after competitive appointment as specified in 5 CFR 330.502.

iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method
