This is a Supervisory Fish and Wildlife Biologist, GS-0401-14 working as the National Team Lead for the Partners for Fish and Wildlife Program responsible for exercising leadership, setting policy and developing program support.

  • One position to be filled in Bailey's Crossroads, VA or Fort Collins, CO. Candidates who locate to Bailey's Crossroads, VA will be given priority consideration.

  • Announcement will close when 75 applications are received which may be sooner than the close date.As the National Team Leader for the Partners for Fish and Wildlife Program, you will be responsible for exercising leadership, setting policy and developing program budget to support cooperative conservation projects. You will develop and maintain strategic partnerships and serve as a principal advisor and staff expert on scientific, technical and policy issues facing private lands conservation programs. Your duties will include but are not limited to the following:

  • Develop and cultivate effective partnerships with key stakeholders, agencies, organizations, and private landowners that generate support to address fish and wildlife conservation issues.

  • Analyze new legislation, regulations, rules and advise senior level management of its impact on existing agency's policies and ensures budget plans are integrated with the agency's strategic habitat conservation plan and responsive to congressional mandates.

  • Develops strategies, information management plans, policies, and guidance/decision documents for the Service, working with senior management officials to ensure technical accuracy, consistency, and conformity with Service and DOI goals, authorities, and Federal statutes and regulations.

  • Coordinates other informational activities requiring cross-activity interaction and integration with Service activities at the national level. Plans, writes, edits, and directs the development and publication of authoritative information products in a multitude of formats including pamphlets, facts sheets, concept documents, policy statements, news releases, newsletter articles, manuscripts, speeches, and all other information materials (written and multi-media).

  • Assigns work to subordinates based on priorities, consideration of difficulty and requirements of assignments, and employee capabilities; evaluates subordinates' work performance; advises subordinates on work and administrative matters; interviewing candidates for vacancies; recommending staffing and promotion actions; hears and resolves complaints, referring group grievances and more serious unresolved complaints to a higher level manager; effecting minor disciplinary measures and recommending action in serious cases; identifies developmental and training needs; and providing or arranging needed development and training. Promotes and demonstrates a strong commitment to workforce diversity.

In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

A. I have successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position. NOTE: Transcripts required

B. I have an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours or equivalent) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. Minimum Qualification [GS-14]

I have one year of specialized experience equivalent in difficulty and responsibility to at least the GS-13 grade level in the Federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include: 1) principal liaison between an agency and other national conservation agencies and organizations; 2) establishing leadership, direction and policy and bringing together senior managers and scientist responsible for habitat restoration science to develop collaborative science ventures; 3) providing senior level advice and assistance regarding habitat restoration science; 4) coordinating science budget formulation and allocations; 5) establishing procedures and policies to address habitat restoration issues; 6) implementing program-specific approaches that address and enhance the organization's ability to conserve and protect habitat restoration resources; 7) representing the organization at a senior-level and displaying leadership with respect to habitat restoration issues within the larger scientific community; 8) serving on panels and task forces to solve complex issues involving habitat restoration resource issues; 9) reviewing national programmatic and regional habitat restoration strategic plans, operational plans regarding proposed decisions and policies.
