This position is located at Office of Retail Securities Services (RSS), Back Office Systems Branch. As a Supervisory Financial Systems Analyst, you will supervise the development, management, and maintenance of the RSS systems.

(1) Current Bureau of the Fiscal Service internal employees within the Office of Retail Securities Services (RSS), who are qualifying as Status Eligibles, or currently serving on a V.R.A. appointment, or a Sched. A appointment, OR (2) CTAP eligibles.

Duties

As a Supervisory Financial Systems Analyst, you will:

  • Supervise the team responsible for consulting with the RSS business areas, Fiscal Service technical staff and the Federal Reserve support staff to identify, evaluate, troubleshoot, and resolve system issues to limit the effect on business processing and critical timelines of deliverables.

  • Manage the reviews of Fiscal Service automated systems and operations to determine the need for specific or general improvements, the adequacy of existing controls and procedures, compliance with security policies, the feasibility of automating specific operations, and the extent of compliance with established guidelines and regulations.

  • Direct the analysis of policy issues affecting major Treasury Securities initiatives and current and projected Treasury Securities-related programs to provide RSS Management with evaluative material necessary to make effective program decisions.

  • Maintain internal and external contacts to assist in executing Fiscal Service's Programs. Providing advice on the potential impact of proposed changes to operating plans, procedures, organizational structures, and functions.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

For the GS-13, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position entails:

  • Experience developing solutions to enhance a manual or automated environment such as working with a financial system; AND
  • Experience presenting findings to varied audiences, exchanging ideas and presenting recommendations; AND
  • Experience coordinating, leading, and prioritizing work for employees.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.
