You will serve as a Supervisory Financial Management Analyst in the Directorate Resource Management, Naval Medical Center Portsmouth, Virginia.

  • You will implement the overall policies, standards, and procedures and criteria essential to sound management of the travel program.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

  • In accordance with BUMEDINST 6220.9B, all personnel who may come in contact with patients must receive and maintain appropriate vaccination against seasonal influenza. The incumbent must, as a condition of employment, be immunized on an annual basis.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience performing the full range of travel functions for a large medical facility;

  • Experience reviewing, editing, and determining the propriety and cost effectiveness of funded travel requests;

  • Experience providing leadership to staff members in specific tasks and job techniques, and help research complicated, non-standard, travel issues;

  • Experience serving as a Lead Defense Travel Agent for the Defense Travel System (DTS) or similar program, responsible for approving the payment of vouchers and travel authorizations; AND

  • Experience serving as an internal auditor to validate travel payments to ensure the most effective use of command travel funds.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Ph.D. or equivalent doctoral degree


3 full years of progressively higher level graduate education leading to such a degree

This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combination of education and experience may be combined to meet the total qualification requirements.

VIEW JOBS 11/10/2020 12:00:00 AM 2021-02-08T00:00 <p><strong>CONTINGENT UPON CONTRACT AWARD </strong></p><p><strong>ACTIVE DoD SECRET CLEARANCE REQUIRED</strong></p><p><strong>Overview: </strong>Naval Medical Forces Atlantic (NMFL) is an Echelon III Command responsible to the Chief, Bureau of Medicine and Surgery (Chief, BUMED) for all NMFL services within there are of responsibility (AOR). </p><p><strong>Overarching Scope of Work: </strong>Provides program sustainment, analysis, and administrative support activities to encompass both the administrative and clinical aspects of the Wounded Warrior and Psychological Health (PH)/Traumatic Brain Injury (TBI) initiatives. The Management Analyst will coordinate with the NMFL Wounded Ill Injured (WII) Program Manager for technical guidance, coordination, and reporting of all activities; for health systems integration and implementation, program management and support services, coordination and communication, data and analysis support, and subject matter expertise.</p><p><strong>Requirements</strong></p><p>The on-site Management Analyst performs tasks requiring program planning, audits, and evaluations related to large scale programs. They provide services to assure the success of NMFL’s mission who requires health system integration and program management, coordination, facilitation, data processing and analysis support services and subject matter expertise. Specific tasks to be accomplished fall into five general categories: support of existing programs; evaluation and start-up support for proposed or newly approved programs; project status reporting, decision support, tracking, performance trending, and forecasting of fiscal and other status and performance measures; liaison functions to all BUMED/NMFL Codes, and external DOD agencies; and assistance in marketing programs to defined populations</p><p>Tasks may include supporting program analysis, strategic planning, integrated master scheduling, metrics, Financial Management Systems, and risk management.
