The Supervisory Financial Administrative Specialist is positioned in the Mid- Atlantic Consolidated Patient Account Center (MACPAC) located in Asheville, NC. Supervisor of the Accounts Management department and reports to the Chief Financial Officer in the organization. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.

Responsibilities

  • Provide accounts receivable oversight and administrative supervision of those staff performing accounts receivable functions under the position's area of responsibility.

  • Takes appropriate action to correct deficiencies when noted by reassigning work assignments, training, requesting additional staffing and/or overtime, and related actions.

  • Ensures implementation of compliant and efficient AR operations. Develops process to support implementation of the CPAC Annual Work plan.

  • Regularly monitors work operations in order to increase the quality of work directed.

  • Meets the needs of customers while supporting VA missions.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: M-F; 40 hrs wk; tour based on organization need

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2018.

Time-In-Grade Requirement GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below:

Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  1. Experience and knowledge of the laws, rules, regulations and practices of healthcare revenue operations.
  2. Thorough knowledge and understanding of accounts receivable management.
  3. Experience using analytical, evaluative and interpretive skills.
  4. Experience establishing and maintaining effective work relationships.
  5. Experience observing staff's performance, providing performance and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee performance.

  • Education GS-09: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED).

OR,

  • Combination GS-09: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position, may be substituted to meet the experience requirements for GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. (TRANSCRIPT REQUIRED)

Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
