As a Supervisory Equal Employment Specialist you will identify and eliminate barriers and create access points for employee and veteran underserved communities, thereby fundamentally advancing inclusion, diversity, equity, and access. ORMDI has the responsibility of managing EEO complaints for the entire Department of Veteran Affairs and advises VA senior leaders through enterprise governance boards and processes on a wide range of cultural health issues that cut across VA.

Duties

  • Manage the implementation of compliance decisions related to EEO complaints.

  • Track EEO complaint procedure compliance information to ensure appropriate action was taken.

  • Respond to breach allegations.

  • Ensure compliance with both the Equal Employment Opportunity Commission (EEOC) and Office of Employment Discrimination Complaint Adjudication (OEDCA) decisions.

  • Conduct compensatory damage investigations.

  • Oversee the VA's Settlement's process for compliance and reporting.

  • Supervise administrative or personnel management functions relative to staff.

Qualifications

Specialized Experience:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Tracking EEO complaint procedure compliance information to ensure appropriate action was taken. (2) Responding to breach allegations, ensuring compliance with Findings of Discrimination decisions and the Equal Employment Opportunity Commission (EEOC). (3) Supervising administrative or personnel management functions relative to staff.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
