As a Supervisory Detention and Deportation Officer you will exercise first-line supervisory and managerial duties and responsibilities over several Deportation Officer positions. Specifically, you will:

  • Work with other Federal law enforcement officials to identify, locate and/or apprehend aliens; prepare, present and defend removal proceedings; ensuring the physical removal of aliens from the United States upon issuance of a final order of removal, and conduct surveillance work;

  • Prepare investigative reports; and assist in complex, difficult, or sensitive seizures;

  • Coordinate travel plans with airlines; negotiating with receiving countries for receipt of deportee; and escorting deportees to their country of citizenship;

  • Plan the work to be accomplished by your subordinates, set and adjust short-term priorities, and prepare schedules for completion of the work and assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees and find ways to improve productivity or increase the quality of the work directed; and

  • Evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters and develop performance standards and hear and resolve complaints from employees; effect minor disciplinary measures; identify developmental training needs of employees, providing or arranging for needed development and training.

You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level in the federal service, performing duties such as:

  • Identifying, locating, and arresting criminal aliens who pose a threat to national security and public safety, as well as those who enter the United States illegally;

  • Conducting legal research and investigations on difficult and sensitive deportation/exclusion cases that are complex, precedent-setting, and sensitive by reviewing actions of apprehending officers which pose a threat to national security and public safety;

  • Obtaining and serving criminal and civil warrants of arrest and initiating deportation and/or criminal proceedings;

  • Ensuring the safe, secure and humane treatment of detainees while in ICE custody in accordance with established standards;

  • Managing complex failure to comply cases where the detainee refuses to comply with the order of removal, including and up to criminal prosecution; and

  • Gathering intelligence based on national intelligence collection requirements to include those related to national security and information pertaining to terrorism and proliferation of weapons and technology.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Secondary Law Enforcement Coverage: The Supervisory Detention and Deportation Officer position is an approved Secondary Law Enforcement position under 5 USC 8331 (20) and 5 USC 8401 (17). Previous experience in a primary (rigorous) law enforcement position (or equivalent outside the Federal Government) is a prerequisite.

Motor Vehicle Operation: This position requires a valid state driver's license and the ability to operate an automobile.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet these standards, all selected applicants must undergo and successfully obtain and maintain a background investigation for Secret Clearance as a condition of placement into this position. This may include a credit check, a review of financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.


Completion of Training: You must have successfully completed Basic Immigration Law Enforcement Training in accordance with 8 CFR 287.1(g) and other applicable agency policy. This includes successful completion of the Immigration & Customs Enforcement (ICE) Basic Immigration Enforcement Training Program (BIETP); ICE Detention & Removal Operations (DRO) Basic Immigration Law Enforcement Training Program (ICE_D); the legacy Immigration Officer Basic Training Course (IOBTC); the Border Patrol Academy; the combination of both the legacy Basic Immigration Detention Enforcement Officer Training Course and the ICE DRO Equivalency Training Program (ETP); the ICE Special Agent Training Program; the combination of FLETC Criminal Investigator Training Program and the DRO Equivalency Training Program for Special Agents (ETPSA) and for legacy US Customs Special Agents, the ICE / Customs Special Agent Cross Training Program. Due to regulatory requirements, no other training will be accepted. (Note: Completion of training is subject to verification).

Note: If you have previously completed one of the basic immigration law enforcement training courses as listed above, but have had a significant break of three years or more from a position that initially required this training, you will be required to attend and successfully complete a new ICE basic law enforcement training course as a condition of your employment. Failure to successfully complete the academy will result in your removal from this position.

Program / Department Summary Resource Development (RD) staff work in three main areas: 1) raising private funds and cultivating and maintaining relationships with private donors; 2) strengthening the agency's brand, raising our public profile and sharing stories about our work by engaging with the media, the public, and our supporters, and; 3) teaching visitors in our Portland Action Center about issues of global poverty and engaging them in efforts to end it. The RD team includes several dozen dynamic professionals who possess a wide range of skills. We are database managers, web developers, digital marketers and public relations experts. We are writers, designers, photographers and teachers. We are fundraisers with expertise in direct response, online, community, major gift and corporate giving. We are specialists in fundraising analysis, stewardship, prospecting, and customer service. Most of all, we are powered by the belief that a better world is possible and dedicated to empowering people to overcome hardship, build better lives and transform their communities for good. The Action Center is Mercy Corps' visitor center located in the agency's global headquarters. It is also home base from which Mercy Corps' Public Engagement team creates and deploys a variety of engagement experiences in Portland and other targeted cities. The Public Engagement team has two primary roles: We build awareness and understanding of global issues and connection to our mission through a variety of public programs; and we work to raise the profile and influence of Mercy Corps in this community and beyond to support fundraising goals. General Position Summary The Operations Officer works to ensure smooth operations of the Mercy Corps Action Center, the agency's hometown public exhibit, youth workshop and event space. The position includes coordinating and tracking the agency's volunteer program, facilitating the visitor experience, supporting and maintaining the IT/AV systems in the exhibit space, the gallery and the event space. The Action Center Operations Officer ensures that exhibits function correctly, systems are utilized properly during public events, and equipment is well maintained and upgraded, as needed. S(h)e will oversee the Action Center's POS system, including financial tracking, reports, billing and invoicing for all Action Center purchases. The ACOO at times collaborates with the Help Desk staff, who provide backup IT coverage for the Action Center. The OO supports exhibit development and coordination, working as project liaison with team-members and the Creative Team in coordinating the design and implementation of exhibit content. The OO also leads monthly volunteer orientations and coordinates volunteer requests between team members and the volunteer database. Duties include ensuring proper facilitation for walk-in visitors and scheduling/providing tours for any visiting individual or groups. The Operations Officer manages and trains volunteers in the operation of the Action Center Point of Sale (POS) system, directing tours and assisting AC staff on projects as needed. Responsible for opening and closing the center, the Operations Officer ensures proper security measures for cash and equipment and works with MC security guards to maintain security protocols in the center. Essential Job Responsibilities Administer visitor-related operations * Facilitate procedures for reception and greeting of walk-in visitors. * Collect and record visitor data. * Lead tours of the exhibit and speak on behalf of Mercy Corps. * Oversee the opening and closing structures of the Action Center. * Develop and maintain connection with Mercy Corps Program Operations and Marketing/Communications to ensure accurate content for exhibits and to ensure proper brand messaging. * Maintain and upkeep Action Center exhibit structures. * Manage and update Action Center emailing lists for Action Kit. * Manage, update and input swag items into POS system. Coordinate Volunteer Program/Supervise Action Center volunteers * Coordinate recruitment, training, and scheduling for all volunteers working for Mercy Corps and Mercy Corps NW at our Global Headquarters in Portland, Oregon. * Manage volunteer program with current Volgistics software. Ensure proper and professional use of software. * Provide regular, branded communications to volunteers including job announcements and volunteer newsletter. * Coordinate the volunteer Community Ambassador program, in which volunteers are trained to speak on Mercy Corps' behalf in the community. Work in concert with AC Events team to distinguish between higher stake events that require an MC staff member as opposed to a Community Ambassador. * Conduct one volunteer orientation training each month. * Field volunteer requests from Mercy Corps staff for various jobs. * Coordinate volunteer appreciation events as needed. * Coordinate recruitment, training, scheduling, and performance management for Action Center front-desk volunteers in line with Mercy Corps policies. * Develop and administer relevant training of volunteers in general customer service as well as the policies and procedures specific to their areas of work in coordination with the educators and volunteer coordinator. * Track and report volunteer M&E statistics. IT/AV Support * Ensure efficient, reliable, and secure operation of all technical services at the Action Center, including computers, monitors, video projectors, audio-visual systems, and videoconferencing systems. * Provide IT/AV support to program workshops and events, as needed. * Work to develop affordable multi-phase equipment upgrade as tequipment ages out of commission. * In consultation with Help Desk, perform preventative maintenance and service of all hardware and software in the Action Center. Includes PC repair-- including memory additions, peripheral devices and software installs and upgrades and maintain virus protection and patch management for all systems. * Develop and maintain a reliable data backup solution/process. * Work with Action Center staff and others to support the development and rollout of new interactive exhibit technologies. * Assist users in resolving hardware and software problems on all standard systems. * Establish proper technical documentation and troubleshooting procedures. Develop and share documentation of key fixes and workarounds with relevant staff. Maintain equipment warranties and software licenses. * Secure in house or external IT/AV consulting help to resolve complex issues. * Other duties as assigned. Administrative/Financial Support * Oversee the management of the POS System which includes settling cash drawer and credit card transactions and running weekly, monthly and annual finance reports. * Process, schedule and file all AC invoices. Troubleshoot as needed. * Coordinate staff meetings and supply written reports of staff meetings. * Provide financial M&E reports. * Drive team M&E tracking and reports. Knowledge and Experience * Experience working in public spaces, working with the public and speaking to/facilitating groups in informal settings. * Experience coordinating, supporting and managing volunteers. * Minimum 3 years project management and operations experience, including providing technical end-user support. * Experience with POS systems, processing donations and sales. * Comfortable addressing IT/AV issues through research, training and in house or external expertise, in that order. * Experience with audio-visual systems required - i.e. replacement of video projector lamps, troubleshooting, adjustment of audio systems, adjustment of monitors and other equipment using on-screen display (OSD) menus. At minimum an understanding of language, equipment and needs to facilitate communication with IT/AV experts. * Experience writing technical documentation preferred. * BA/S or equivalent in Information Technology and/or Exhibit Space Management or Program Management is ideal.
