Responsibilities

  • Plans and organizes the activities of the Acquisition Flight which include the full range of contracting support to installation organizations as assigned by the Squadron Commander.

  • Ensures contracting actions comply with legal and regulatory requirements and meet customer needs.

  • Exercises supervisory personnel management responsibilities. Advises employees regarding policies, procedures, and directives of management.

  • Represents the Contracting Squadron with a variety of installation and business organizations.

  • Participates in special projects and initiatives and performs special assignments.

  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • The primary purpose of this position is to serve as the supervisory contracting officer with warrant authority for an operational contracting acquisition flight.

  • The employee must meet the Defense Acquisition Workforce Improvment Act (DA WIA) requirements applicable to the duties of the position.

  • Incumbent is required to complete ''Public Financial Disclosure Report" pursuant to Title I of the Ethics in Government Act of 1978, as amended {The "Act"), 5 USC App I01 Et Seq.

  • Must be able to obtain and maintain a Secret Clearance

Qualifications

Specialized Experience: One year of specialized experience which includes I meet the mandated bachelor's degree and at least 24 hours in business-related courses credentialing standards AND I have at least 52 weeks of specialized experience at the next lower grade level (GS-12) in dealing with problems arising during the pre-award or post award phases of the procurement action; independently plan and carry out the work, selecting the approaches and techniques to be used; recommend or develop new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determine actions to be taken on assigned contracts; use judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. NOTE: You must submit copies of your official transcripts. This definition of specialized experience is typical of work performed at the next lower grade/level position (GS-12 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of the full range of federal contracting laws, regulations, policies, practices, methods, and contract types.

  • Knowledge of a wide range of business practices and market conditions applicable to program and technical requirements.

  • Skill in fact-finding, contract analysis and pricing techniques, problem resolution, and development of concrete action plans to solve problems.

  • Ability to plan, organize, and direct the functions and staff of a moderate sized organization.

  • Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy.

  • Ability to establish effective working relationships with others.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
