Duties

Summary

The Supervisory Program Specialist (PCC) will be assigned to the Member Services, Health Resource Center Department of USH Operation/Management, VA Healthcare System, in Waco, TX. The PCC Operations business line supports multiple nation-wide VA programs and facilities/business units, including the Consolidated Patient Accounts Centers, the consolidated mail Outpatient Pharmacies and Veterans Integrated Service Networks. Duties include but are not limited to the following:

Responsibilities

Supervises Contact Representatives by providing administrative and technical supervision necessary for accomplishing the work of the unit.
Performs administrative and human resource management functions relative to staff supervised.
Establishes guidelines and performance expectations for staff, which are clearly communicated through both formal and informal performance management evaluations.
Recommends personnel actions, including disciplinary and performance-based actions, when appropriate.
Reviews and approves/disapproves leave requests.
Furthers the goals of Equal Employment Opportunity (EEO) by taking positive steps to assure the accomplishment of affirmative action objectives.
Develops draft policies, procedures, and guidelines and makes recommendations to management on the need for new or modified programs or projects.
Evaluates processes and procedures in place, making, recommendation for more effective organizational functioning when appropriate.
Plans and accomplishes special projects within prescribed timelines.
Monitors recorded calls and live calls completed by contact representatives to track employee performance, identifying training issues, and to evaluate contact representative's compliance with internal procedures and quality assurance requirements.
Recommends changes to standard operating procedures (SOP's) to higher level supervisor or manager based on feedback from contact representatives and own observations and/or initiates changes to SOP's.

Work Schedule: Monday

  • Friday, eight (8hr) shift between the hours of 5:45am and 7:30pm, TBD by Supervisor.

Qualifications

SPECIALIZED EXPERIENCE GS-09: Having one (1) full year of Specialized Experience that equipped you with the knowledge, skills, and abilities to perform the duties of this position at the GS-09 grade level.

This experience must have been equivalent to at least the GS-08 level in Federal service. Examples of Specialized Experience include: working experience and knowledge of a wide range of program management policies, concepts, practices, and principles, including personal policies, in order to analyze and develop recommendations for improvement in program operations and objectives; having a working knowledge of routine and non-routine Pharmacy/prescription-related issues and inquires; understanding of constraints that are placed by laws, regulations, and internal systems' limitations; understanding of the administrative processes and actions necessary to include alternatives, in order to resolve issues; having a thorough understanding of the procedures, practices, rules, regulations, policies, and concepts involved in medication benefits in order to answer questions, resolve problems, and advise callers on available courses of action; applying the medication Co-pay regulations as they apply to medications; verifying of procedures to ensure valuable patient information remains secured; and skills in interacting with subordinate staff to advise of opportunities to expand personal knowledge and improve skills, improve quality assurance, clarify procedures, and other appropriate activities.

Physical Requirements:

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.

This person will assign ICD-10 and CPT codes relative to patient registration. The Patient Registration Representative will utilize facility medical necessity tool to verify appropriate diagnosis and coverage criteria. This work will need to be performed according to established policies and procedures. The associate will provide exceptional customer service to physicians, patients, family members and all other medical professionals. In addition to the day to day responsibilities, this person will actively participate in quality improvement and innovative change processes as well as departmental meetings and educational offerings. The successful candidate must have demonstrated experience handling patients with efficiency and accuracy to broad customer base. Your day to day role may include: * Perform registration and basic insurance verification, ensuring collection of 7 critical data elements necessary for proper patient identification and billing. * Identify and update patient demographic information on ADT system as defined by departmental policy and procedures. * Interpret physician orders for appropriate testing or admission criteria. * Coordinate patient admission needs and beds assignment to facilitate timely patient placement. * Identify non-participating Insurances or Out of Networks plans; takes necessary steps to inform patients and physicians regarding options, including but not limited to canceling appointment. * Obtain Insurance Card copies or validate insurance information via electronic medical record, transfer information, or insurance eligibility tool. * Provide courteous and accurate patient and hospital information with way finding instructions for patients, families, visitors, and ancillary areas. * Prepare documents for imaging/scanning into electronic patient record. * Explains processes and forms to patients prior to securing signatures and ensures that all documents are properly signed and witnessed as required. * Assemble and disassemble patient charts or departmental documents according to department policy. * Copying and or faxing documents to ancillary areas or physician offices. * Maintain inventory control of forms and paper supplies needed in area. * Assist with all possible account resolutions pertaining to patient balances. * Perform all other duties and projects as assigned.
