This position is located in the Leased Annexes Branch, Facilities Maintenance Services Division, Office of Facilities Management Services, Deputy Assistant Secretary for Operations, Bureau of Administration (A/OPR/FMS/FMSD/LA). FMS is responsible for the overall planning, direction, coordination, maintenance and management of all DOS headquarters and annexes buildings operations, systems maintenance and repair and alteration activities.

Responsibilities

Monitors work of contractors to ensure adequacy of work and services received, as well as compliance by contractors with terms and conditions of contracts. Certifies adequacy of work performed or services provided, and authorizes payments to be made to contractors. Serves as COR for lease administration of up to 40 facilities located throughout the Washington, DC metropolitan area. Works closely with Office of Real Property Management (RPM) and occupant Bureaus.

Establishes and manages effective building maintenance managing program in utilizing the MAXIMO FMS enterprise Computerized Maintenance Management System (CMMS). Ensures scheduled maintenance is consistent with manufacturer's system recommendations and GSA guidance. Develops funding justifications for facility upgrades that are consistent with FMS building management policies and procedures. Develops and implements energy conservation, occupational health and safety and environmental strategies that are consistent with Departmental policies and regulatory requirements.

Carries out full range of supervisory functions and responsibilities typical of first level supervisors in the Department, to include directing the work of and establishing goals and objectives for the employees and contractors supervised.

Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and

abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience with contract administration, including writing Statements of Work, monitoring contractor performance and adherence to work specifications and milestones.

  • Experience with preventative maintenance and facility condition management for an inventory of buildings, conducting assessments to determine the condition of structures, costs to cure, and life cycle requirements.

  • Experience analyzing the effectiveness and efficiency of building operations, automated systems, and mechanical equipment.

There is no substitute of education for specialized experience for the GS-13 position.In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;

  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;

  • Ability to adjust to change, work pressures, or difficult situations without undue stress;

  • Willingness to consider new ideas or divergent points of view; and

  • Capacity to "see the job through."
