HelpDuties Summary

As a Supervisory Budget Analyst, you will serve as a branch chief in one of four Regional Financial Management Zones. You will be responsible for carrying out a variety of specialized assignments in connection with functions and activities of the office that encompasses all areas of regional financial management.

We are currently filling one vacancy, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area.

This position is open to current GSA employees, employed in OCFO only!

This is not a virtual position, selectee(s) is expected to report to one of the duty locations listed in this vacancy.

Assist in developing creative approaches for the Zone (within given missions and resources) to deal with budget formulation, justification, zonal allocation, funds control, and execution that supports zonal operations and priorities currently and in the future.

Manage the Operations or Capital Branch within a zone. Analyze and review financial plans and programs, against approved goals, operational plans and current policies; keeping abreast of resource constraints, policy issues, and spending activities.

Manage the Building operations, capital, or reimbursable work authorization (RWA) program for a zone consisting of one or more regions. This includes processing, reporting, clean-up, and monitoring activities, and policy interpretation.

Supervise a professional staff in the performance of budget work to include staff ranging in grade from GS-7 to GS-13. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work; assigns work based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit.

The GS-14 salary range starts at $111,346.00 per year. (Salary will be adjusted to reflect duty location for the selected applicant).

To qualify, you must have at least one year of specialized experience, equivalent to the GS-13 level in the Federal service. Specialized experience is experience planning, organizing and evaluating the budget for a major component of an agency. Qualifying experience must include the following: experience developing budget policies and guidelines; writing performance goals and measures related to budgets; developing strategic planning programs; and formulating a performance based budgeting process.

The City Council is made up of 9 District Councilors and 4 At-Large Councilors. Councilors are elected every two years to be the voice of the citizens and to establish public policy to meet the continuous and changing needs of Boston. Under the supervision of the Central Staff Director, the Senior Legislative Assistant & Budget Analyst responsibilities include: Responsibilities * Provides staff support to legislative committees, including scheduling & staffing hearings, filing & posting notices, preparing background and discussion points, and drafting minutes and committee reports on a timely basis as dictated by law. * Prepares Council Chamber & meeting rooms for all Council sessions and hearings, including helping with set up at offsite/neighborhood hearing locations when assigned. * Maintains accurate and complete hearing files, including electronically, and prepares the same for permanent archiving. * Tracks information relative to issues before the City Council, including legislation from other governmental bodies and agencies, news/media sources & reports, and statistics. * In collaboration with the Director of Legislative Budget Analysis, completes work in preparation for support of the City's Budget review process, including reviewing and analyzing City department/program budgets, developing budget review questions and staffing hearings. * Conducts research and/or financial analysis of issues of interest to Councilors or Council Committees; drafting resolutions and reports resulting from such research. * Works in a legislative team environment to ensure adequate coverage and support services to all Committees. * Helps with administrative tasks to support the administration & operations of the City Council when necessary. * Performs other duties as assigned by the Council or Staff Director. * Performs related work as required. Minimum Entrance Qualifications * At least three (3) years of full time, or equivalent part-time, legislative or related experience. * A bachelor's degree in Public Administration, Finance or related field in related field may be substituted two (2) years of the required experience. * Working knowledge of the Open Meeting Law, City government, and City departments. * Experience reviewing and/or managing budgets preferred. * Ability to project costs contained in proposed legislation and policy is a plus. * Ability to manage schedules, prioritize, and meet deadlines. * Ability to multi-task, follow directions, and focus on detail. * Strong communication and writing skills. * Strong interpersonal skills; ability to work independently or in a collaborative team environment, and with a diverse array of constituents and staff. * Knowledge of Microsoft Office and G Suite (Google Apps). * Ability to exercise good judgment and focus on detail as required by the job. * Boston Residency Required Upon Hire.
