Duties

Major duties to include but not limited to:

  • Receives administrative direction with assignments in terms of broadly defined missions and functions.

  • Exercises authority to oversee the overall planning, direction, and timely execution of assigned medical center activities.

  • Manages the planning, designing, and implementing programs, projects, studies, and other work to support healthcare technology throughout the Loma Linda VAMC.

  • Develops and improves complex medical equipment systems by working closely with the Project Engineering staff in establishing installation and maintenance procedures.

  • Recognizes as the senior technology expert and project manager in one or more clinical technology, biomedical engineering program aspect, and/or facility process areas.

  • Advises management staff in the areas of high-cost and high-volume medical technology, the networking of medical technology, a wide array of general biomedical technology, and specific healthcare technology issues.

  • Leads technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine facility requirements, design system configurations, and develop specifications.

  • Works collaboratively with the Contracting staff to procure medical equipment that best meets clinical needs on balance with competitive processes and value considerations.

  • Coordinates implementation of medical technology including assessing site preparation requirements, managing project activities and timelines, monitoring installations, and facilitating training of equipment operators and maintainers.

  • Assures that medical device recalls, and hazard alerts are managed and acted upon as appropriate, and that equipment related safety enhancements are implemented in the VALLMC.

  • Investigates situations or phenomena which have or may affect or compromise efficacy of medical equipment services.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education and/or Experience.

The individual must meet either item (1) or (2) below to meet this requirement:

(1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time.

OR,

(2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above.]

Grade Determinations: GS13 Experience

(a) Experience. Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level.

(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:

i. Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.

ii. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.

iii. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.

v. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.

v. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.

The full performance level of this vacancy is GS 13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS 13

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
