The Director of the Laboratory QA/QC Staff has oversight responsibilities for quality control and assurance systems in all FSIS laboratories performing analytical work in microbiology, chemistry, veterinary pathology, and related food and medical sciences. Assures that the integration of the quality system is achieved across all laboratories.

The incumbent evaluates all quality assurance activities within the laboratories for consistency among the laboratories and with OPHS policies, goals, and objectives.
Formulates policies and procedures to assure that a single, comprehensive quality system is developed and maintained in all FSIS laboratories.
Approves updates of the OPHS Laboratory Quality Manual and all other official documents that are required to maintain accreditation e.g., under ISO Standard 17025 requirements.
Approves quality parameters for laboratory analytical procedures and for analysts.
Defines, reviews, and resolves quality issues related to acceptability criteria for new and extended laboratory methods.
Recommends and oversees proficiency testing programs for the laboratories.
Provides for adequate and timely proficiency sample manufacture and distribution.
Coordinates and oversees assessment programs including in-house audits,management reviews, and third party audits of the Laboratory Quality System.
Assures that all findings are documented, properly reviewed and reported, and that corrective actions are taken as indicated.
Arranges for samples to be used in method validations and/or verifications and for corrective actions. Reviews, recommends and monitors corrective actions, and verifies that required actions are taken.
Reviews new accreditation requirements and coordinates their implementation into OPHS laboratories.
Oversees and assures follow-up to client complaints concerning quality and data reliability.
Responsible for evaluating or overseeing the evaluation and approval of test kits purchased by FSIS laboratories.
Plans long range goals to be accomplished by subordinates; supervises and evaluates their performance. Directs the administrative, scientific, and technical phases of the Laboratory Quality Assurance Staff, recommending policies and objectives relative to the development, implementation, and management of program responsibilities.

Time in grade:
Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.)
For the GS-15 level: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that demonstrates:
Experience performing as an agency liaison with other agencies (federal, state, local, foreign, etc.) or accreditation bodies on quality and accreditation issues.
Experience in leading staff or management responsibilities for quality control and assurance systems for laboratories performing analytical work in a ISO 17025 accredited environment.
Experience coordinating and overseeing assessment programs which may include in-house audits, management reviews, and/or third party audits of laboratory management systems.
Experience leading, defining, reviewing, and resolving quality issues related to laboratory methods or management system performance.
Experience determining acceptability and overseeing laboratory proficiency testing programs.
