Qualifications

ASSESSMENT FACTORS

1.Demonstrates a thorough understanding of the theory, concepts, and techniques of auditing, and experience leading teams in conducting performance audits of a variety of programs and activities in accordance with applicable laws and regulations using Generally Accepted Government Auditing Standards.

2.Demonstrates analytical ability to develop relevant and impactful findings and recommendations, and ability to produce unique risk- based audit plans for programs that have never been audited.

3.Independently anticipates, sets and meets priorities, and achieves results that support Agency objectives and strategies with no active supervision.

4.Demonstrates polished oral and written communication skills to compose, tailor, and deliver original presentations and papers on abstract and exceptionally complex questions or issues in a way that allows a varied audience to understand the intended message and objectives.

5.Works with staff to develop individual development plans addressing employee needs and meeting organizational goals.

HIGHLY DESIRED SKILLS

1.Possesses a relevant professional license or certification (e.g. Certified Public Accountant (CPA), Certified Information System Auditor (CISA), Certified Internal Auditor (CIA)).

2.Experience supervising or leading oversight of various intelligence activities (analysis, collection, etc.) or conducting these activities within the Department of Defense or Intelligence Community.

3.Takes calculated risks by creating new and innovative business lines.

Basic Requirements for Financial Auditors and Attestation Auditors

1.Degree: accounting; auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

2.Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

c. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1.A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

2.Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Additional information

DIA positions are Defense Civilian Intelligence Personnel System (DCIPS) positions in the Excepted Service under 10 U.S.C. 1601. All applicants must be U.S. citizens at the time of application. Applicants must meet the agency's conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement. All civilian employees are required to participate in the DoD Direct Deposit/Electronic Fund Transfer of Pay (DD/EFT) Program.
