Responsible for planning and directing operations within delegated areas of responsibility. Provides first line supervision to a team of developmental and certified professional controllers.

Supervises a staff of air traffic control specialist who is responsible for carrying out air traffic control assignments within a geographic area.

Plans and assigns work to be accomplished by subordinate employees. Sets work priorities and schedules. Approves leave; gives advice, counsel, and instruction to employees on both work and administrative matters. Evaluates performance of employees and recommends performance ratings. Hears and resolves complaints from employees and refers group grievances and more serious unresolved complaints to a higher level manager. Identifies and arranges for developmental and other training needs of employees. Finds ways to improve production or increase the quality of the work directed. Adjusts staffing levels and work procedures to accommodate resource decisions made at higher levels. Recommends goals and objectives for the area and tracks accomplishments.

Communicates and reinforces diversity and EEO policies and programs in all areas of responsibilities, including selection, training, and transfers. Supports and participates in the labor management partnership process, and fosters a work environment where all employees are treated in a fair and equitable manner.

To qualify for this position you:
1.Must have held an FAA 2152 FV-J/FG-14 or above regional or headquarters position for at least 1 year (52 weeks);

2.Must have been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility; (NOTE: An employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he/she has been performing the higher-graded work);

3.Must have held a MSS position for at least 1 year (52 weeks) in an ATS facility.

Summary of Position The position under supervision is responsible for maintaining and improving environmental compliance programs, assisting with obtaining air quality permitting and approvals, and assisting with developing environmental best management practices to support E&P development and operations. This position is responsible for providing technical support to engineering and operations departments and the development of records management systems, agency reporting and will assist with environmental evaluations and assessments. General Job Responsibilities * Assists with the determination of federal and state air quality regulatory applicability and the development of strategies and systems for compliance. * Assist with development of internal air quality data management systems and compliance tracking programs as needed. * Assist with Evaluates air emissions control technologies (BACT and LAER). * Assists with environmental compliance audits. * Assist field environmental and operational teams with implementation, execution and oversight of air quality programs and procedures. * Assist with preparation, submittal and maintenance of environmental reports to regulatory agencies and management. * Assist with development and presentation of environmental compliance and pollution prevention training programs including working with operations to development best management practices necessary for regulatory compliance. * Basic liaison between company operations and agencies. * Review proposed actions by regulatory agencies to determine impact on company operations, keep abreast of changing rules, and stay current with industry practices. * Coordinate with EHS staff and other departments to provide input or review where necessary in the well and gathering system development process to ensure compliance with applicable air quality regulatory and permitting requirements. * Establish and maintain effective working relationships with all other company departments. * Effectively communicate as needed to meet expected operational goals at all levels in the organization, with strong oral and written skills and willingness to share information. * Provide a strong service mentality with a collaborative and flexible style. * Provide input into the planning necessary to be forward looking for the company. * A leader in safe operating practices and ensures compliance with BCEI EHS&RC requirements. * Assure all work performed adheres to BCEI standards. * Attend seminars and training as necessary in order stay informed on federal, state and local air quality requirements. Specific Job Responsibilities * Assists with preparation of air quality permit applications including but not limited to: New Source Review applications, Prevention of Significant Deterioration/Non-Attainment permit applications, Title V operating permits, compliance reports, registrations and other plans for approval. * Calculates air emissions and prepares air emissions inventories including criteria, HAP and GHG reporting. * Assists with air emissions control technologies (BACT and LAER) evaluations. * Interact with state and federal regulators on permit development and approval process * Interact with state and federal regulators on facility inspection and records requests. * Assist with preparation, development and QA/QC of compliance monitoring reports and compliance related submittals. * Travel to the field office in Evans, Colorado when necessary Education, Experience and Skills * Bachelor's Degree in Sciences or higher * Two to 4 years of hands–on air quality permitting and compliance experience with Oil and Gas industry. * Knowledge of federal and state air quality programs applicable to oil and gas industry, specific experience with Colorado regulations, permitting and nonattainment rules, NSPS, and Mandatory Reporting Rule for Greenhouse Gasses. * Strong interpersonal and written communication, organization and analytical skills. * Basic computer software and database management skills including familiarity with air emission modeling (Promax, VMGSim, E&P Tanks, Tanks 4.09d and Glycalc). * Strong ability to work in a consultative manner with every level of internal/external staff/contacts. * Ability to meet deadlines and advance multiple projects concurrently * Ability to travel to various field office locations as needed * Knowledge of relevant computer applications such as; Microsoft Office Suite, and Ecocion (ACTS) is preferred * Must possess the ability to translate environmental regulations and permit and plan requirements into understandable compliance guidance * Must be detail oriented, a team player with excellent communication, analytical, organizational and time management skills. * Strong analytical and critical thinking skills * Must be able to pass a drug and criminal background check.
