GENERAL DESCRIPTION
Under general direction of the Division Manager of Water Treatment Division to perform a variety of technical and supervisory work involved in the operation and maintenance of a water treatment plant.
SUPERVISION EXERCISED
Exercises supervision at their assigned Water Treatment Plant over lower level Treatment Plant Operators (TPO) and Maintenance Workers, guiding their day to day assignments. Assists USM and Division Manager with interviewing potential candidates for TPO Trainee, TPO I, TPO II and TPO III.
IMPORTANT AND ESSENTIAL DUTIES
Direct other treatment plant personnel on an assigned shift; may assign and review work; train personnel; and assist with problem solving as necessary.
Oversee plant operating efficiency; maintain records; prepare reports regarding the operation of the plant and quality of the plant product; suggest methods of improving plant efficiency.
Troubleshoot and arrange for resolution of maintenance or operation problems.
Supervise and assist with conducting chemical and bacteriological analysis of treatment plant products using quality control data analysis data of plant products.
Make required adjustments based on the analysis of information from meter readings, gauges and other control/measuring devices.
Maintain effective communication and working relationships with employees, governmental officials, and the general public.
Perform process control laboratory analysis.
Operate a City vehicle daily to travel to various water treatment plants, pump stations, storage tanks, lakes, and vendors.
Maintain and enter process control data as well as other data into the appropriate computer systems.
Oversee training practices and procedures of all new employees.
Report any personnel actions that do not follow City of Abilene or Division expectations to the USM and or Division Manager.
Must be available after hours for emergency responses.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Methods, materials, practices, equipment, and facilities involved in a water treatment plant.
Plan routine work and maintenance for Treatment Plant Personnel.
Manage routine equipment calibrations - weekly, monthly and quarterly requirements.
Assure the accuracy of data input into State required Monthly Reports.
Applicable State and Federal rules and regulations.
Workplace occupational hazards and standard safety precautions.
Safe driving principles and practices.
Skill to:
Use and maintain a variety of tools and equipment used in a water treatment plant and repair activities.
Perform all required testing on water samples as required by the EPA and TCEQ Rules and Regulations.
Operate basic computer equipment.
Safely operate a motor vehicle.
Ability to:
Plan and supervise the work of lower level personnel engaged in treatment, maintenance and repair activities.
Perform laboratory process control testing.
Perform required computer operations in conjunction with position specific requirements.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Experience:
Six (6) years of experience in the operation and maintenance of a water treatment plant is required.
Education/Training:
A high school diploma or a GED is required.
License or Certificate:
A valid Texas driver's license; the ability to obtain one within ninety (90) days, or a military waiver is required.
A Texas Commission on Environmental Quality (TCEQ) issued "A" Water Operator License as well as all TCEQ required training, courses, and years of experience is required.
Special Requirements:
Essential duties require the following physical skills and work environment:
Ability to wear appropriate personal protective equipment (PPE) including supplied air respirators (SCBA) masks and other related Safety equipment.
Exposure to cold, heat, noise, outdoors, vibration, confined work spaces, chemicals, explosive materials, mechanical hazards, and electrical hazards.
Ability to travel to different work sites.
Ability to work various shifts.
Ability to work on call work rotation.
