GENERAL DESCRIPTION

Under direction of the Division Manager

  • Municipal Court to perform a variety of duties such as assistance to complainants, defendants, attorneys and others seeking municipal court services; development and improvements to procedures and policies; responsible for complex administrative support to the organization, decision makers, community and customers; knowledge of laws and city ordinances; plans, directs, and controls the operations of the Municipal Court including: delivery of a consistently high level of quality customer service; administration; effective use of all court resources; teamwork and coordination of activities with other City departments and outside agencies.

SUPERVISION EXERCISED

Assists supervision over Deputy Court Clerk I, II, III staff.

IMPORTANT AND ESSENTIAL DUTIES

Perform all duties and procedures of Deputy Court Clerk I/II/III daily and as needed when other court clerks are out of the office.

Manages and supervises planning operations to achieve goals within available resources; assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control; prepares annual budget; assures effective and efficient use of budgeted funds.

Provides for quality selection, training, motivation and evaluation of the Municipal Court staff; plans and organizes workloads and staff assignments; evaluates employee performance; works with employees to correct deficiencies; reviews progress and directs changes as needed; and utilizes management expertise to ensure a positive and productive work environment.

Performs complex tasks of the municipal court over which responsibility is exercised; responds to complex complaints and requests for information on regulations, policies and procedures for the court, and resolves citizen conflicts and problems as required.

Explain, interpret and implement new laws, policies and procedures; maintains court records in accordance with state laws; keeps current on new laws impacting Class C misdemeanors and traffic laws.

Coordinates court activities with the Municipal Judges, City Attorney's office, Police Department, and other Department Directors and other levels of the criminal justice administration system.

Confers with judges, attorneys, and public and private agencies and criminal justice system participants to ensure adequate communication, administrative services, and provides for changing or unusual demands.

Promotes and maintains positive relations with city officials, judges, attorneys, other agencies, the media, and the public.

Manages criminal proceeding and docketing; processing deferrals, judgments, probations, pre-sentence matters, failure to appear, warrants and other related processing.

Manages and supervises the receipts, depositing and accounting of monies for fines, forfeitures and other court receipts.

Directs records management functions and the filing of all papers, dockets, case files and case related correspondence.

Maintains confidentiality of criminal justice information and other information as directed by the court.

Explain and train clerks on new court software procedures and Legislative update.

OTHER JOB RELATED DUTIES

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Office practices, methods, and computer equipment.

Business English including proper grammar, spelling, and punctuation.

Basic Math skills. Accounting and financial reporting systems.

Class C Misdemeanors, traffic laws and city ordinances.

Principles and practices of supervision and training.

Employment laws pertaining to recruiting, hiring, employee leaves, and other entitlements.

Skill to:

Office and administrative methods, practices and procedure.

Customer service, phone etiquette and cash handling skills.

Type at least 45 words per minute with 90% accuracy for successful job performance.

Operate office equipment including a personal computer and MS Word and Excel.

Ability to learn and effectively utilize Court software.

Ability to:

Prepare and maintain accurate and complete records.

Prepare clear and concise reports.

Perform accurate computations and calculations.

Respond to requests and inquiries from the general public in a tactful and courteous manner.

Communicate clearly and concisely, both orally and in writing.

Retain all court procedures, city ordinances and state legislative laws and updates.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:

Two (2) years of increasingly responsible experience required in court operations, customer service is required.

Two (2) years of supervisory experience required.

Education/Training:

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Criminal Justice or a closely related field is required.

Four (4) years of relevant work experience may substitute for the required education.

License or Certificate:

A valid Texas driver's license, the ability to obtain one within ninety (90) days of employment, or a military waiver is preferred.

Court Clerk Level II certification is required.
