Summary Statement: This position is responsible for and participates in the day-to-day acquisition, engineering, and maintenance of division or directorate related networks and server-based systems that support corporate IT operations. Supervises and provides technical leadership for engineering teams in the Network Services Group, Infrastructure Services Group and System Services Group. As an enterprise architect, the incumbent plans and develops major network architectures and system designs requiring complex features and security requirements across multiple platforms with diverse technologies that are implemented corporate-wide. Also serves as Manager, Enterprise IT Operations (EITO) in the manager's absence.

Administrative and functional supervision is exercised over subordinate supervisors and other technical and/or administrative staff up to 30 employees.

Primary Responsibilities:

  • Supervises major network and system architectural, design, and implementation efforts. Coordinates, assigns and reviews the work of team members, estimates personnel needs and schedules, and reviews work progress. Ensures custom solutions are compatible with existing architectures, are well-documented and meet all federal and corporate security requirements and standards. Ensures daily operations scheduling and work assignments are maintained, to include the coordination and prioritization of project manager and project leader initiatives.

  • Ensures corporate classified and unclassified IT systems and networks are engineered, built, administered and maintained to exacting standards in accordance with directives from the DoD, DCSA, DISA, NSA, DIA and US Cyber Command. These include DoD/DISA Security Technical Implementation Guides, NIST 800-171, NIST 800-53, Joint Special Access Program Implementation Guides and others.

  • Works in close coordination with the Information Security Manager Team Lead, Senior Information Systems Security & Compliance Manager and Cyber Security Manager to ensure compliance on IDA division and directorate systems. Meets with the Information Security Officer regularly to assess systems compliance and directs internal self-inspections.

  • Oversees project management plans involving corporate networks, cloud and server-based systems, data systems, data center designs and telecommunication services. Works closely with the Chief Information Officer, Chief Data Officer and Enterprise IT Operations Manager to recommend new technology solutions then advise appropriate integration and implementation procedures.

  • Serves as an internal consultant to provide advanced subject matter expertise and guidance to Division project leaders and Directorate senior management.

  • Develops and designs enterprise architectures and defines future requirements for new corporate networks and IT systems or major enhancements to existing systems. Performs test/simulation studies to determine compatibility with existing systems. Assesses the current viability and future sustainability considering system architectures and organizational objectives. Performs industry surveys and analyses as required to determine if a suitable commercial solution is possible or a custom solution is necessary.

  • Designs corporate classified and unclassified IT systems and networks tailored to support IDA's mission requirements for extraordinary scientific computational platforms using state of art technology and robust analytical systems.

  • Designs and develops new data centers and/or data processing facilities. Ensures the integration of new systems and IT services are compatible with existing data center operations.

  • Oversees Scientific Computing and Investment Committee initiatives for high-performance computing environments, both network and server-based systems.

  • Leads efforts to select, acquire, and implement both custom and commercial systems. Provides advanced subject matter expertise and technical advice to corporate managers. Provides management controls and connectivity with Wide Area Networks and IDA Communications and Computing Centers.

  • Assists the Enterprise IT Operations Manager in the administration of the department, to include preparation of the annual operating budget; participation in the design and engineering of disaster recovery site operations, and authorization of Change Management requests in the absence of the EITO Manager.

  • Keeps current on new technology, industry developments, and the tools used by EITO through formal training or independent study.

  • Performs other duties as assigned.

Minimum Requirements/Qualifications:

  • Bachelor of Science degree in Computer Science or related field coupled with ten years of progressively responsible and complex IT work experience, which includes at least eight years of supervisory or project management experience and six years in a leadership capacity OR high school diploma with twelve years of progressively responsible and complex IT work experience, which includes at least eight years of supervisory or project management experience and six years in a leadership capacity. MS degree desirable.

  • Extensive experience in the architecture, design, development and implementation of IT systems.

  • Extensive experience with the Windows operating systems and supporting multiple platforms in a networked environment.

  • Experience with industry leading networks, server-based systems, storage, virtualization, and voice technologies desired. Specific experience with Microsoft Servers, Cisco, EMC, CommVault, VMWare, AWS and Azure a plus.

  • Desired attributes: Self-motivation, excellent verbal and written communications skills, ability to build strong interpersonal relationships.

  • Must be able to obtain and maintain appropriate security clearances and be willing to work hours outside of a regular schedule.

  • US citizenship is required.

  • Ability to obtain and maintain appropriate security clearances, Top Secret with SCI is preferred.

  • Ability to obtain and maintain DOD 8140/8570 certification and IDA workforce qualifications commensurate with the position within 6 months of employment

  • Successful completion of a criminal background check is required.
