This position supervises, leads and monitors the operations and Public Health personnel working in the Disease Prevention and Control unit. This position performs a variety of responsibilities for Public Health including planning, developing, modifying, and implementing approved policies, programs and budgets. This position leads work efforts within and external to the County.

Minimum Qualifications

NEED TO HAVE

  • Bachelor's Degree in Nursing

AND

  • Three years of professional nursing, or related experience in Disease Prevention and Control

REQUIRED LICENSES/CERTIFICATIONS:

  • Current licensure as a Registered Nurse in Minnesota

  • Eligible for certification as a Public Health Nurse in Minnesota and must possess PHN Certificate upon hire

  • Valid Driver's License

NICE TO HAVE

  • Master's Degree in Public Health, Nursing or a closely related field.

  • Previous supervisory experience is highly desirable.

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1.Supervise, manage, and monitor the operations of the Disease Prevention and Control (DPC) unit and associated programs.

2.Plan, initiate, and evaluate DPC assigned programs to meet community needs and best practice standards.

3.Develop recommendations for and implement program policies and procedures, including work and program standards and outreach activities.

4.Provide leadership that supports Public Health accreditation, with an emphasis on performance management processes and measurements.

5.Conduct interviews of applicants and make recommendations for hiring staff into established positions.

6.Assure comprehensive orientation of new staff to public health programs, departmental and professional standards, which include individual, community, and system levels of practice.

7.Supervise and manage personnel including delegation of responsibilities, providing work direction and guidance, overseeing work products, building a team, and managing staff performance issues.

8.Develop, monitor, and analyze quarterly reports and annual work plans, including work/program output and outcome measures; prepare program reports and grant proposals.

9.Develop budget recommendations. Analyze, monitor, and control program expenses and revenues. Implement budget modifications as directed.



  1. Collaborate with State Health and Human Service agencies, medical and health systems and personnel, other Local and City Public Health departments, departments within the Community Services Division, community agencies, and communities to increase awareness of Public Health programs and resources and to coordinate service delivery.

  2. Participate in the development and monitoring of purchase of service contracts.

  3. Represent the Department and County to the public and to internal and external groups and organizations.

  4. Participate in Emergency Preparedness trainings, exercises, and responses.

Knowledge, Skills & Abilities and Work Environment

. Knowledge of nursing and Public Health principles and ability to carry out those principles in day-to-day professional practice.

. Knowledge of basic budgeting and financial management.

. Knowledge of federal, state, and local laws, rules, regulations, and policies pertaining to Public Health.

. Knowledge of governmental functions, including those of cities, school districts, and other parts of counties, state, and federal units.

. Ability to lead employees, including the ability to build and support a competent and effective work team to achieve public health goals.

. Ability to communicate effectively both orally and in writing.

. Ability to prioritize multiple responsibilities.

. Ability to work independently.

. Ability to solve problems effectively by keeping abreast of policy, professional practice, and employment issues.

. Ability to effectively utilize technology for communication, work management and data analysis.

WORK ENVIRONMENT: Work is primarily sedentary; it is usually accomplished while incumbent is comfortably seated at a desk or table. There is some walking, travel, and carrying of lightweight items such as briefcases, notebooks, and work papers.
