Effective July 1, 2025 a vacancy exists for a Supervisor of Preschool Special Education for Speech & Language within the Student Services division of the Chester County Intermediate Unit (CCIU).

SUMMARY:

The Supervisor of Preschool Special Education Services is responsible for providing administrative and instructional leadership by supervising all aspects of Preschool Special Education services to eligible young children in Chester County ages 3 to 5. Responsibilities include program and curriculum development, budget development and oversight, staff supervision and evaluation, program compliance with special education regulations, participation in interagency and community activities.

QUALIFICATIONS:

  • Master's Degree in Speech-Language Pathology required
  • American Speech, Language, Hearing Association Certificate of Clinical Competence required
  • PA Certification in Speech Correction required
  • PA Certification as Supervisor of Special Education and/or Principal Certification required
  • Five years of experience in Preschool Special Ed and/or Speech Language Field
  • In depth knowledge of state and federal laws and guidelines regarding special education

ESSTENTIAL DUTIES AND RESPONSIBILITIES:

A. Administrative:

  • Oversee all areas of Preschool Special Education Services as LEA
  • Oversee and operate 12-month programming
  • Supervise the programming for a growing aggregate, as per Office of Child Development and Early Learning (OCDEL) guidance, of approximately 3,500 eligible young children per year
  • Organize ongoing child find activities throughout Chester County
  • Develop, update and monitor special education procedures and policies to assure compliance with applicable local, state and federal mandates and guidelines
  • Complete yearly Quality Enhancement Plan as a result of OCDEL's Program Determinations
  • Participate in quadrennial OCDEL Verification
  • Keep current on technology advancements and tools to provide services, market CCIU, communicate with stakeholders
  • Manage staffing resources to ensure coverage across the program through prompt reassignment of staff, monitoring of data systems and daily communication with substitute service.
  • Selection, supervision and evaluation of professional and support staff through in-person and virtual platforms
  • Participate in the development of the Preschool Special Education budget
  • Manage revenue and monitor monthly expenditure report and revenue
  • Manage data collection for required reports
  • Oversee & approve all program expenditures
  • Develop, implement and oversee procedures to assure the smooth transition from Preschool Special Education services to school age services
  • Identify staff development needs and assist in the planning and implementation of effective staff development
  • Oversee the maintenance, timeliness and accuracy of student records and data entry into data management systems
  • Oversee the maintenance, timeliness and accuracy of attendance/billing database and ACCESS
  • Conduct staff meetings for the communication of procedures, training and informational updates
  • Develop and maintain liaison with school districts and other preschool LEAs to assure smooth transition of students
  • Develop, implement and maintain safety plans for Preschool Special Education programs that are not housed in public school buildings
  • Revise as needed existing safety plans for Preschool Special Education programs that are housed in public school buildings
  • Collaborate with Supervisory colleagues to problem solve challenging cases
  • Collaborate with colleagues to provide early childhood education in conjunction with Head Start, ELRC and all other Early Childhood Providers
  • Analyze multiple data sources to inform programmatic decision making related to budgets, programs, practices and stakeholder feedback.
  • Participate in cross- divisional initiatives to expand Marketplace services
  • Instructional:
  • Supervise the implementation of evidence-based, developmentally-appropriate practices
  • Provide ongoing professional development for staff dealing with key concepts related to IEP development and implementation based on research, applied theory, informed practice and state and federal policies and mandates
  • Monitor student achievement via IEP implementation of staff
  • Conduct and facilitate professional learning communities related to program development, improvement, and implementation.
  • Meet with staff 1:1 to review caseloads, schedules, instructional practices, case discussions and IEP development
  • Supervise implementation of IEP goals across the Least Restrictive Environment continuum
  • Providing ongoing guidance documents and resources using shared drives, electronic access

2025-2026 SALARY:

$133,433 TO $166,791 annually

ADM, Level E, Exempt

  • Placement based on years of experience in relevant position
