Supervisor IV - Working Title - Airport Operations Supervisor

Major Functions

The County of Volusia is seeking an Airport Operations Supervisor (Supervisor IV).

This position is located at the Daytona Beach International Airport and isresponsible forensuring the smooth continuity of daily airport activities in compliance with Federal Aviation Regulations (FAR) Parts 139, 77, and Transportation Security Administration (TSA) 1542 and 1540 requirements.

This is a highly responsible supervisory position coordinating and scheduling the daily activities of Airport Operations Agents, and assisting the manager in all phases of management, scheduling and coordination of airfield activities and the duties and responsibilities of Airport Operations Department personnel.

The successful candidate shall perform both airfield and administrative task with the primary focus of maintaining a safe, secure and efficient airport operating environment. The successful candidates must possess excellent critical thinking skills, time management skills and interpersonal skills to address and assist with the needs and concerns of various airport users, staff, operators, concessionaires and the general public.

Illustrative Duties

• May assume the duties and responsibilities of the manager for the Airport Operations on temporary basis during periods of absence.

• Provide support as the alternate Airport Security Coordinator (ASC) for fingerprinting, background check initiation and follow-up when necessary or during periods of the ASC's absence.

• Directly supervise and evaluate Airport Operations Department personnel in the performance of their assigned duties and tasks.

• Be on-call and available 24/7 to respond to and coordinate emergency response activities on the airport in accordance with the Airport Emergency Plan (AEP) and Airport Security Plan (ASP).

• Directly supervise and coordinate with the Airport Training Coordinator to evaluate the effectiveness of the Airport's training program to ensure compliance with all Federal, State, County and Local training requirements.

• Review, maintain and oversee the Airport's Certification Safety Inspection (ACSI) program and records in accordance with Code of Federal Regulation (CFR) Title 14 Part 139.

• Assist with monitoring and coordinating airfield construction activities and personnel to include airport and contractor compliance with all Federal, State, County and Local safety requirements for Safe Operations on Airport's During Construction.

• Assist with coordinating, planning and monitoring non-routine airfield activity to include: reassigning air carrier gates; static display events, diversion aircraft parking, dignitary arrivals/departures, military aircraft parking and special events.

• Act as a liaison between the Airport and the Federal Aviation Administration (FAA), the Transportation Security Administration (TSA), Florida Department of Transportation (FDOT) and other similar Federal, State and Local regulatory agencies.

• Assist with drafting, updating and submitting of amendments or updates to the Airport Certification Manual (ACM), Airport Emergency Plan (AEP), Airport Security Program (ASP), and Wildlife Hazard Management Plan (WHMP).

• Ensures the airport and tenant leased areas are operated in a safe and secure manner in the best interests of public safety and security.

• Manage and overseeing the Airport Operations Department vehicle and equipment inventories.

• Conduct safety and security inspections or audits of airport tenants, personnel and contractors to ensure compliance with applicable FAA and TSA regulations.

• Assist with drafting, coordinating and implementing emergency response exercise scenarios.

• Provide administrative support to airport Aircraft Rescue and Fire Fighting (ARFF) personnel with fuel equipment inspections and records.

• Serve as an on-site liaison between the Airport, airport tenants and stakeholders to assist with and coordinate special events.

• May serve as an airport representative for industry conferences, committee meeting or special events as necessary or assigned.

• Use firearms and live ammunition in an approved safe manner for the purposes of wildlife mitigation and carrying out the Airport Wildlife Hazard Management Plan (WHMP) safely and effectively.

• Ensure compliance with all Federal, State, County and Local regulations or ordinances for safety and security on the Airport.

• May be assigned to other county locations based upon operational needs.

• Attend work on a regular and consistent basis.

• Performs other duties as assigned.

Minimum Requirements

Graduation from high school or possession of a GED and two (2) years of experience as a Supervisor III or seven (7) years of experience coordinating and scheduling employees engaged in airport activities.

Must possess and maintain a valid Florida driver's license at time of appointment.

Must successfully complete Wildlife Hazard Management Training to include Pyrotechnic and Firearms training within six (6) months of appointment and maintain certification thereafter.

A Florida CDL may be required within six (6) months of appointment depending upon the division of assignment. CDL level will be determined by appointing director.

Must have or be willing to obtain the Airport Certified Employee (ACE) accreditation through the American Association of Airport Executive within the first three years or as directed by Supervisor.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Knowledge, Skills & Abilities

• Knowledge of airport operating procedures to include airside and landside operations.

• Knowledge of the laws, rules, and regulations which apply to the use of airport facilities, property, and land use agreements.

• Knowledge of and ability to enforce airport security regulations and operating procedures in an impartial manner outlined in CFR 14 part 139, CFR 14 part 77, TSR 1540 and 1542, State, County and Local ordinances, and other applicable codes and regulations.

• Ability to establish and maintain effective working relationships with internal and external agencies and with the general public.

• Ability to work without close supervision and to make independent judgments based on established policies, procedures and safety standards.

• Ability to work and multi-task in a high stress environment during emergency and non-emergency situations.

• Must be proficient in the use computers, electronic devices, and associated software to disseminate critical information to airport management, tenants, and outside agencies; organize and maintain electronic based records; issue notifications of change in airfield conditions.

• Knowledge of safety standards, federal regulations, and publications established by National Fire Protection Association (NFPA), American Society for Testing and Materials (ATSM), Federal Aviation Administration (FAA), Occupational Health and Safety Administration (OSHA), Florida Department of Transportation (FDOT), and similar agencies or organizations.

• Knowledge of safety procedures and standards on airports during construction.

• Ability to understand and carry out oral and written instructions and to read and interpret sketches, diagrams, engineering plans, blueprints and charts, technical instructions, and aeronautical charts.

• Ability to provide appropriate training to airport staff, tenants, and users as required.

• Ability to maintain multiple and mutually respectful relationships with a wide spectrum of co-workers, agencies, airport tenants, and the general public.

• Knowledge of runway design criteria, aircraft operations, and requirements.

• Knowledge of airport engineering, master planning, construction planning, airport zoning, property management, noise mitigation, maintenance procedures and best practices.

• Knowledge of airport lighting systems, electrical systems, pavement systems, marking systems, signage and navigational aids and must be able to resolve issues with these and other airport facilities as problems arise through communication and follow-up with maintenance or construction support activities.

• Ability to use firearms safely and effectively for the purposes of wildlife mitigation.

• Ability to understand and apply digital communications and computing techniques to maximize productivity and communication of all department personnel, contract employees and supporting agencies.

• Strong interpersonal communication skills are required for this position.

• Ability to follow instructions of superiors as required.

• Ability to work under stressful situations.

• Ability to interact effectively with others.

• Must be able to relocate to other county locations based upon operational needs.

ADAREQUIREMENTS:

Physical Demands: Ability to talk and hear clearly. Visual acuity (peripheral vision, depth perception, color acuity) necessary to operate a motorized vehicle, operate a firearm and/or review diagrams. Must be able to lift, carry, push, pull, minimum of 50 pounds at waste height (e.g. airfield lighted X's, pavement paint sprayer, asphalt grinder; paint bucket, glass beads); Ability to stand, walk and/or sit for prolonged periods (+4hrs). Ability to climb, reach, grasp and handle small and large objects. Must have good finger and joint dexterity to manipulate small objects, controls, latches, button, clips and fasteners within limited or confined spaces. Ability to lift and/or reach above head with both arms.

Environmental Demands: Inside and outside work. Ability to tolerate inclement weather including wind, rain, humidity, heat and cold. May be exposed to chemicals, insects, odors, dust, fumes, noise and vibration.

Mental Demands: Ability to read and comprehend reports, blueprints, layouts, safety instructions, memos, letters, product directions, work orders, financial statements. Ability to write instructions, directions, procedures, memos, reports, financial statements. Ability to perform shop math.
