Additionally, $1.00 per hour from the base wage will be diverted to the Western Conference of Teamsters Pension Trust Fund.

WORK SCHEDULE: Standard working hours are 40 hours per week. Applicants must be available to work any assigned schedule. This position will provide back-up on-call responsibilities spanning 24/7. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime-eligible. Job Duties

JOB SUMMARY: The primary responsibility of this position includes managing the East Section's technical and operations training program and supervising assigned staff in support of this objective. To ensure the highest level of employee knowledge & performance for the East Section's Operations & maintenance groups, this position is responsible for the development, implementation and monitoring of the unit's work plan and monitoring of the East Section training budget. Employees working at this level may implement multiple project objectives and priorities.


  • Plan, schedule and supervise the work activities of the respective Section's technical training group including the formulation of training goals, practical instruction and Operator-in-training (OIT) support initiatives.

  • Supervise assigned staff in support of the objectives of the technical training program

  • As assigned, assist in the screening and selection of new operators including field testing and conducting interviews of prospective Operators.

  • Manage and conduct specialized operations plant systems training including familiarization walkthroughs, operator cross-training and new technology training.

  • As assigned; lead special project development that may include pilot testing and implementation of newer technologies to facilitate remote and immersive training environments.

  • Prepare performance appraisals for assigned staff, maintain staff records and execute King County protocols for disciplinary action when warranted.

  • Identify, develop and implement modifications and or revisions to existing operating and maintenance procedures.

  • Ensure proper safety precautions are followed by assigned staff. Participate in plant safety meetings. Support Process Safety Management (PSM) and Life Safety Management (LSM) directives as assigned.

  • As directed, investigate complaints as well as answer inquiries from the general public; provide information to interested parties on issues within a specialized skill set.

  • Work with fellow supervisors and managers in the planning and implementation of new

methods, technologies and tools to better support operations and maintenance staff.

  • Working with the Operations Technical Training Supervisor, liaison with counterparts at other plant facilities to ensure strong alignment in the development and application of a unified training program

Experience, Qualifications, Knowledge, Skills

  • Experience in managing a program in direct support of enhancing operational training and SOP accuracy/accessability.

  • Previous experience developing a training curriculum that incorporates diverse methods and techniques in the deployment of technical training in an industrial environment.

  • Experience in working with technical writing groups to document and update operator guidance documentation including Standard Operating Procedures (SOP's) and other procedural standards.

  • Advanced knowledge of the methods and techniques positioning the area of technical training.

  • Advanced knowledge of accepted supervisory principles and practices.

  • Knowledge of work planning principles and techniques

  • Knowledge of job/project estimating principles and techniques

  • Knowledge of County, Washington State and federal laws and regulations pertaining to the area of specialization.

  • Knowledge of occupational hazards and safety precautions, budget development, monitoring and administration skills, advanced communications skills (oral and written), customer relations skills.

  • Skill in assigning, coordinating and supervising the work of subordinates

  • Skill in establishing and maintaining effective working relationships with supervisors and subordinates

  • Skill in dealing tactfully and courteously with the public and in-house customers.

  • Skill in dealing with stressful situations


  • Washington State Wastewater Treatment Group III Certification or higher (highly desired)
  • Washington State Driver's License

SELECTION PROCESS: Transfer candidates will be selected based on the CBA. A competitive process including reviews of performance appraisal, personnel files, internal reference, BT usage logs, etc., will also be conducted before any final offer.
