Purpose

The Supervisor, System Operating Procedure's primary responsibility is to supervise and administer the System Operating Procedure (SOP) process in all gas operating regions to reduce risk and ensure the safety of the public and our employees. Manage and minimize customer service interruptions maintaining target levels of reliability, cost and efficiency of gas service on Liberty's Gas Transmission and Distribution systems. Support Control Room Management Federal Guidelines by following and enhancing all enterprise wide safety processes. Train Gas System Operators and Field personnel on how to safely execute SOPs and follow Liberty's applicable policies and work methods. Support regional engineering groups to roll out SOP plan to meet local requirements and maintain compliance with the company O & M Plan. Provide daily support to Gas System Operators as SOPs are executed by Field personnel. Ensure procedure compliance with Federal and State regulations as set forth by the regulating authorities. As the lead SME and stakeholder, work with Engineering and IT to develop new the SharePoint 365 platform to migrate the current critical process from the current SharePoint site.

Accountabilities

  • Ensure that the process to create and approve SOPs is followed. Review, approve and coordinate distribution system work activity with Field crews. Ensure SOP policies align with new API 1173 guidelines as they are put into practice in all areas. Monitor system pressures and flows during high volume construction periods when SOP's are being conducted

  • Consolidate information from a variety of sources to accurately validate, analyze and report potential risks. Issue Emergency Notifications following the defined notification process

  • Support and drive the continuous improvement of the SOP process

  • Take administrative ownership of the Sharepoint site maintenance and improvements to ensure reliable system operation

  • Train Gas System Operators and Field personnel on how to safely execute SOPs and follow Liberty's applicable policies and work methods

  • Monitor, assess and implement changes to achieve targets for safety, customer focus, service and cost

  • Perform effective and timely communication of programs to support employee engagement ensuring quality of deliverables while inspiring others to succeed. Respond to system integrity and reliability events that could likely occur during an emergency with Engineering and Field Operations authority. Support any restoration actions as become necessary.

  • Coordinate SOP problem resolution with the various groups who are a part of the SOP process.

  • Assure compliance with Federal and State regulations as set forth by the Department of Transportation

  • Build good working relationships with internal & external customers and manage the day-to-day relationships with them in order to understand their requirements and deliver appropriate solutions

  • Act as the first point of contact for multiple internal stakeholders and outside agencies in order to provide support and ensure Liberty Utilities delivers against service level agreements

  • Responsible for work outside of normal work schedule for storm assignments when necessary

Education and Experience

  • Minimum of Associates Degree in related field preferred

  • 5-10 years of direct experience

  • Broad Job Knowledge

  • Broader knowledge of theory and principles within a professional discipline or advanced knowledge of specific technical/operational practices
  • Excellent interpersonal skills and the ability to communicate effectively

  • Working knowledge of information systems applications SOP, ArcFM; knowledge of Synergi is desirable

  • Proficient in the utilization of Microsoft Office required

  • Valid driver's license required

  • Some travel to other operating regions is required

  • Responsible for work outside of normal work schedule for storm assignments when necessary

  • Utility industry experience preferred #LI-DS1

Purpose This position, Manager - Process Safety Management Systems (PSMS) is responsible to undertake the buildout and management of our Pipeline Safety Management Systems across gas operations. Reporting to the Director, Operational Effectiveness and working closely with the PSMS Steering Committee, this manager will oversee PSMS initiatives within gas operations ensuring that developing programs are in conformance with API RP 1173. Effective engagement with regional gas leadership and the Gas Modality Team is critical to the success in this role. The position will assume a liaison role with industry associations (AGA, NGA) and other gas utilities in the context of PSMS to ensure Liberty is developing and adopting an industry leading program. Leading the development and/or expansion of harmonized PSMS related programs across the gas modality as well as tracking and regular reporting of progress will be the fundamental responsibility of this position. Accountabilities * Reporting to the the Director of Operational Effectiveness and working closely with the PSMS Steering Committee, Gas Modality Team, the Modality Chief Engineer and local compliance staff, this position will support Liberty management in the development and implementation of the Pipeline Safety Management System (API RP 1173) throughout the Gas Modality and related cross-company functions * Undertake a gap analysis exercise for PSMS related programs across the gas operational regions and compare performance for each program * Create and support the development of and implementation of "road maps" to plan for and track progress in addressing gaps determined in the gap analyses * Identify, design, facilitate and manage PSMS initiatives to driving toward operational excellence and ensuring conformance with API RP 1173 * Liaison with industry associations (AGA, NGA, SGA) and other gas utilities ensuring Liberty is fully informed of developing trends and implementing an industry leading PSMS Program * Support the design, development, delivery and management of pipeline safety management system communications * Facilitate the Senior Management Pipeline Safety Review process * Develop and manage the continuing Operation' s Self Assessment program for Gas Operations * Support subject matter experts across the organization to implement process improvements that enhance PSMS * Coach managers and supervisors in PSMS implementation * Perform other related tasks and assignments as required Education and Experience * University Bachelor's Degree or equivalent preferred * 10+ years of experiences * Project Demonstrated project management skills * Strong written and verbal communication skills * Ability to build strong customer relationships * Builds and manages effective teams * Strong verbal communication and listening skills * Effective interpersonal skills * Ability to influence internal and/or external constituents #LI-DS1 Algonquin Power & Utilities Corp. is a growing renewable energy and utility company with over $15 billion of assets across North America and internationally.
