General Job Information

The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

This position is located in the Department of Energy and Environment (DOEE), Environmental Services Administration, Lead-Safe and Healthy Housing Division (LSHHD). The incumbent of this position serves as an Associate Director for LSHHD within the Environmental Services Administration, and is responsible for the leadership, guidance, and the day-to-day administration of the Division.

DUTIES AND RESPONSIBILITIES

Responsible for implementing and enforcing District of Columbia laws and regulations pertaining to lead-based paint abatement, child lead blood levels, healthy homes, radon and mold program operations in the District of Columbia. Ensures conformance with applicable statutory requirements through the issuance of registrations, permits, certifications, and licenses, as well at the coordination of case-management activities, commercial and residential site inspections, and residential indoor environmental investigations.

Coordinates related activities with other governmental agencies when appropriate and provides technical assistance when indicated. Plans, develops, and implements new proposals, policies, projects and activities to address applicable laws and regulations and to reduce lead poisoning and improve asthma, two conditions related to environmental conditions in housing.

Recommend program-funding levels and draft operating budgets. Develop proposals for contractual services, operating agreements, public and private grants.

QUALIFICATIONS AND EDUCATION

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

License and Certification

A valid Driver's License is required.

OTHER SIGNIFICANT FACTS

Tour of Duty: May be required to provide 24-hour standby coverage in the event of an environmental emergency.

Pay Plan, Series, Grade: MS-0028-15

Promotion Potential: None

Collective Bargaining Unit: This position is a Management Supervisory Service (MSS), "At-Will" Appointment. This position is not covered under a collecting bargaining agreement.

Position Designation: This position requires an Enhanced Suitability pre-employment criminal background check.
