Job Description:

Responsible for the Washington Gas (WG) Learning Management System (LMS), and the maintenance and management of WG and Contractor personnel learning and qualification records. Oversee the implementation and maintenance of all on-line training and testing content, for all operating areas and oversee online qualification testing for company and contractor personnel. Manage education technology systems and relationships with WG IT, external vendors and consultants.


  • Manages the work of the Education Technology group including; evaluating, training, performance management, motivating, coaching, and the development of goals and procedures

  • Responsible for the Learning Management System (LMS)

  • Coordinates LMS testing and support with software vendor and internal WG IT personnel

  • Responsible for the management of technology devices

  • Responsible for proctored testing of knowledge assessments

  • Manages workload of proctored workforce

  • Responsible for the coordination of contractor assessments

  • Responsible for ongoing record keeping and annual reporting to meet regulatory requirements

  • Manages external systems as applicable

  • Collaborates with WG business units to implement and execute training content and learning initiatives

  • Provides reporting on various learning and qualification compliance requirements as necessary

Skills and Abilities

  • Bachelor's degree in communication, IT, business or other related fields preferred.

  • 5+ years of experience in IT, business or related field.

  • Demonstrated leadership ability.

  • Working knowledge of pipeline safety (DOT Part 192), OSHA and state/local codes preferred.

  • Working knowledge of WG and state, local -DOT codes preferred.

  • Proven ability to use computers, software and applications, such as Microsoft Office, for presentation purposes, and to share, retrieve and research business information and data.

  • Demonstrated ability to present ideas logically and concisely to diverse audiences, both verbally and in writing.

  • Ability to use information technology to manipulate, analyze and present data.

  • Ability to implement skills and safety training to meet code requirements.

  • Ability to present complex ideas and develop support and teamwork.

  • Ability to manage multiple projects, schedules and budgeting processes.

Serves as a technical adviser, mentor and coach, and hands on trainer, focusing on the transfer of knowledge in the field and office environments. Assists with the identification of training opportunities, the development of training material and in the advancement of related knowledge management tools. Is responsible for the construction planning and management of construction related activities in a cost-effective manner in compliance with federal, state and local code, other legal, and contractual requirements, consistent with Corporate goals, objectives and policies. Works independently and or in conjunction with a Manager, Supervisor or Specialist as directed or required. Tasks and Responsibilities * Serves as a technical adviser, mentor and coach, and hands on trainer responsible for the continual development of Construction Supervisors and Construction Specialists. * Acts as a Subject Matter Expert providing hands on advice and support to Construction Supervisors and Construction Specialists in all aspects of the construction process, sharing knowledge and experience throughout. * Interacts with Construction Managers to identify specific knowledge and experience gaps of Construction Supervisors and Construction Specialists. * Assists in determining training needs and with the development of technical training materials and activities. * Monitors daily workloads and construction location sheets in order to identify knowledge transfer opportunities. * Facilitates the transfer of knowledge and exchange of information by developing activity schedules and coordinating learning situations. * Supplies task or situation specific guidance and instruction with emphasis on safety, compliance with federal, state and local codes and adherence to Washington Gas policies and procedures. * Provides objective feedback and support while safely developing Construction Supervisors and Construction Specialists to new levels of competence. * Interacts with Human Resources/Organizational Development to refine and advance knowledge management tools, learning plans and technical libraries. * Other activities and responsibilities may include but are not limited to: * Supervision of all phases of the construction process to meet or exceed Corporate, Business Unit and Project Team goals. * Ensuring full compliance by contractors and Company personnel with existing and future governmental codes regulations statutory and contractual requirements. * Completing projects within budget and justifying any cost variances. * Maximum satisfaction of both new and existing customers and their requirements. * Interacting within the Engineering, Marketing and Construction Team in order to design, plan, construct and install projects in a cost-effective manner in compliance with federal, state and local codes, other legal and contractual requirements, consistent with Corporate and Business Unit goals, objectives, policies and procedures. * Serving on Project Teams and other work teams to assist in project development and delivery. * Collaborating with Construction and Construction Support Services, Engineering, Marketing, Field Operations, Operations Compliance, Gas Supply Operations, Pipeline Integrity, Tie In, Fabrication & Welding Shops, Customer Measurement, Meter Reading, Transportation, Facilities, Procurement and the Hauling areas in order to achieve Corporate, Business Unit and Project Team goals. * Working independently and or in conjunction with a Construction Supervisor or Construction Specialist to complete project estimates, designs, plans and to provide pre-approval of daily work. * Working independently and or in conjunction with a Construction Supervisor or a Construction Specialist in the oversight of contractors and Company personnel during all phases of construction including but not limited to: job site mobilization and traffic control, excavation and shoring, pipeline padding and capping, plastic fusion and welding, coating and holiday detection, pipeline installation, pressure testing, pigging, tie ins, purging, backfilling and restoration and job site demobilization. * Obtaining the necessary information to approve field changes and authorize/approve all contractor invoices. * Interacting with contractors and Company personnel to immediately correct/address an unsafe condition. * Extracting and researching data in order to develop and deliver reports, and maintain records. * Utilizing the Work Management Information System (WMIS) and other Washington Gas systems and records to access, enter, evaluate and audit data, and extract information and reports. * Reporting results and delivering presentations to internal and external customers. * Communicating information and opportunities for reduction of risk or cost to the Company by collecting and tracking data. * Delivering presentations to internal and external customers. * Assisting in the development, creation and implementation of new or revised policies and procedures. Qualifications, Skills and Abilities * Bachelor's Degree preferred * Minimum of 5 years of experience with natural gas pipeline construction and operations is required. * Demonstrated leadership ability to work with people, reconciling conflicting goals and priorities and leading projects to completion. * Extensive knowledge of pipeline construction; replacement; operations and maintenance; emergency response procedures and practices; and federal, state and local codes and regulations. * Requires the ability to listen and orally communicate observations, ideas and information effectively and tactfully. * Ability to use a computer/software for routine communications and scheduling of activities; to create training material and plans; and to input, retrieve and report data. * Ability to analyze and solve business problems. * Ability to write and present diverse ideas in a logical and concise manner. * Maintain valid driver's license and other certifications as required. * Possess reliable transportation that is able to carry various tools and equipment for business use as required. * Requires demonstrated proficiency and experience in the following areas in order to effectively promote knowledge transfer and information exchange. * Performance management and evaluation. * Organizational and interpersonal skills. * Construction and Field Operations knowledge. * Practical and technical skills. * Coaching and mentoring. * Modeling and demonstrating desirable techniques for task performance. * Technical competence. * Planning and scheduling. * Accessing and retrieving data from the Work Management Information System (WMIS).
