General Summary:

The Community Learning Supervisor is responsible for supervision of the day to day operations of the Community Learning Team in the Resource & Referral Division. The supervisor is directly responsible for overseeing all aspects of the training coordination for the community and professional development for staff. The Community Learning Supervisor will coordinate various office support services and perform advanced administrative duties for the Community Learning Manager and Director.

Key areas of responsibility include the ability to:

  • Provide Supervision to program staff and monitor work distribution and processes through on-going performance management to ensure timely and accurate completion of work and compliance of Community Learning programs. (40%)
  • Assist the Community Learning Manager and Resource & Referral Director with budgets, job description development, oral and written reports as needed, development and implementation of program activities in compliance with program requirements. (15%)
  • Develop, update, and document program activities, as well as recommend and implement program improvements. (15%)
  • Compile collection of program data and prepare reports, ensuring accuracy, relevancy, and compliance with program and agency regulations. (10%)
  • Responsible for interviewing, hiring, staff training, scheduling, time off requests, and documentation of direct reports, as needed. (5%)
  • Develop and maintain knowledge of program regulations, agency guidelines, Board Policies, and funding terms and conditions necessary for performance of responsibilities. (5%)
  • Ensure CCRC representation at local community outreach events and activities, including resource fairs and all agency-sponsored conferences. (5%)

Job Requirements

  • BA minimum required; or equivalent college semester units in Child Development, Early Childhood Education, Human Development, Health & Safety or a related field or equivalent experience or any combination of education and experience which would enable the candidate to successful perform the functions of the position.

  • Minimum of 4 years' experience in child development or early care and education.

  • Demonstrate leadership capabilities; ability to work as a team leader to implement program and agency policies and goals; 1 year supervisory experience preferred.

  • Excellent organizational skills, strong written and communication skills; ability to successfully interface with others (Bilingual English/ Spanished preferred)

  • Strong knowledge and understanding of Child Development & Developmentally Appropriate Practices.

  • Experience working with children and families.

  • Experience facilitating groups independently and/or co-facilitating groups.

  • Experience and ability to work with adult learners and diverse client populations.

  • Familiarity with child care provider population.

  • Ability to complete projects under tight deadlines even when there are competing requirement and changes in assignments.

  • Ability to maintain cooperative, diplomatic working relationships with co-workers, supervisors, agency staff, and the public.

  • Ability to be flexible and innovative, as the needs of the program evolve (including flexible work hours), to support departmental and agency programs.

  • Ability to complete projects under tight deadlines even when there are competing requirements and changes in assignments.

  • Proficiency in Windows based programs and data entry experience required.

  • Valid California Driver's License, reliable vehicle, automobile insurance and a clean driving record required.

  • Provide documentation of required TB and fingerprint clearance.

General Summary: Under general supervision of the Vice President, Human Resources, theLearning and Development Manager has the responsibility to oversee all training and development programs, design, present and deliver training for supervisor, customer service, source internal and external subject matter experts to deliver specialized skills training, evaluate training programs for effectiveness and ensure training expenditures are within budget. The Learning and Development Manager is the LMS Administrator and will supervise the Training and Wellness Administrator. Essential Duties & Responsibilities: Work within a team environment to plan, develop and implement training and staff development programs within the Human Resources department, which includes the following responsibilities: Training Design & Instruction (35%) * Plan, develop and coordinate training programs/curriculums. * Conduct needs analysis biennially to determine training needs and learning objectives for current employees to maintain, improve and develop new job skills and to support their professional development. * Present and deliver training programs as a subject matter expert on various topics including supervisory, customer service and other soft skills training using a variety of instructional techniques. * Develop and implement testing and assessment procedures to evaluate training program effectiveness. * Select or develop teaching aids such as facilitator manuals, and guides, handouts, visual aids, reference cards, multimedia presentations, and other training materials. Training Coordination (25%) * Source, evaluate and coordinate internal and external subject matter experts to present s specialized skills training such as Business Writing courses, Microsoft Office Suite, and a host of other training curriculum identified in the needs analysis. * Works though the Training and Wellness Administrator to ensure updates are made, coordination and tracking Agency required trainings such as Sexual Harassment, Annual 403(b) Education Days, Mandated Reporter, Bloodborne Pathogen, Fire Extinguisher, CPR & 1st Aid, Annual Driver's Training, and other trainings as identified. Project Management (30%) * Maintain a learning management system as a platform deliver and track training. Develop a roll out plan and support the division own use of the system. * Support the Agency efforts to implement a Succession Plan for all managers and above. * Develop and roll-out a Wellness Program initiative agency-wide by working directly with our healthcare plan providers to deliver informative Lunch-N-Learn programs and information to the staff with the Senior Benefits Specialist. * Source and communicate training resources like "Think HR" as an individualized training source for employees. * Define and develop CCRC University, the menu of training available and how it can be effectively implemented agency-wide. * Develop and manage a Training and Audio library with a complete check-in/out system. Supervision 10% * Directly plan, organize, lead, coordinate, review, and appraise the work of assigned staff, with duties including: conducting performance appraisals and regular feedback, staff scheduling to ensure adequate coverage, and staff development conducted. Requirements to be successful in this job: * BA/BS in Training or Education, Organizational Development, Instructional Design or related field with a minimum of 5-7 years of training experience in a mid-sized organization and a minimum 3-5 years of supervisory experience required. Experience in teaching supervisory, soft skills and specialized skills training a plus. A combination of education and equivalent experience may be considered. * Demonstrated ability to present for and facilitate small and large groups and to provide classroom instruction for adult learners. * Knowledge of Adult Learning Principles and the effectiveness of teaching methods such as classroom training, demonstrations, on-the-job training, meetings, conferences, workshops and online learning tools. * Demonstrated effective listening, verbal, written communication skills, and ability to work with the public. * Must have advanced knowledge of general office procedures and demonstrate excellent organizational and computer skills specifically in Microsoft Word, Excel, PowerPoint and e-mail.
