Job Description and Duties

Under the general direction of the Deputy District Director (DDD) of Planning and Local Assistance, the incumbent manages all District 11 Transportation Planning and Modal Programs, including Rail and Mass Transit, Climate Change, System Planning, Active Transportation, Equity & Engagement, State Planning, Special Studies, Regional Planning, Strategic Investment Planning, Goods Movement, and Air Quality Programs. The incumbent is responsible for leading, directing, reviewing, and approving all transportation planning deliverables to ensure 100% delivery of planning commitments in the Division Delivery Plan.

The incumbent handles complex and sensitive plans and projects under the guidance of the DDD. This position is located in San Diego and may require occasional travel throughout California.

Special Requirements

Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) process.

This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.

Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.

Minimum Qualifications:

Either I

One year of experience in the California state service performing transportation planning or transportation management duties in a class comparable in level of responsibility to Senior Transportation Planner.

Or II

Experience: Five years of responsible experience conducting difficult and complex transportation planning or research projects. One year must have been comparable in level of responsibility to work performed by a Senior Transportation Planner in the California state service. and

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equal to one year of education.)

Examination Information:

This examination will utilize an evaluation of each candidate's experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678). List all experience relevant to the "Minimum Qualifications".

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified of their examination results.

Note: If using Out of Class (OOC) experience, you must submit a copy of your signed and approved OOC documentation. Failure to do so may result in your OOC experience not being considered during the evaluation process of this examination.

Education: If using your college education to meet the minimum qualifications, college transcripts must be submitted with your application and SOQ. Unofficial transcripts will be accepted for entrance into the examination; however, official transcripts may be required prior to appointment.

The Statement of Qualifications must address the applicant's qualifications relative to the following:

1.Demonstrated knowledge of the organization and policy issues facing Caltrans and the current responses to such issues.

2.Demonstrated ability to develop and implement innovative and effective solutions for programs that involve the interpretation and application of complex federal and state transportation laws, regulations, policies, and funding covering all transportation modal program elements.

3.Demonstrated ability to supervise a multi-disciplinary professional staff, participate in public forums, represent the Department in transportation matters and serve in a consulting and coordinating capacity with other departmental functional areas statewide and with metropolitan planning organizations.

4.Demonstrated experience with a broad spectrum of interpersonal communication skills which are necessary to address a variety of internal and external issues and to accomplish organizational goals and analyze and address personnel and politically sensitive problems and issues.

5.Demonstrated experience in strategic planning and coordinating and managing resource distributions based upon integrated business plans.
