SUPERVISING PAYROLL CLERK

Office of Payroll

The Superintendent invites qualified and interested persons to apply for the position of Supervising Payroll Clerk within the Office of Payroll.

This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.

DEFINITION: Under the direction of a supervisory officer in a department, institution or agency, of less than 500 employees, or local government, plans, directs and supervises the overall work involved with payroll or payroll/personnel functions, for the organization; or, in a department or agency of more than 1500 employees under the general supervision of a Supervisor of Personnel Records and Payroll Processing I or II, supervises the work of a major functional unit involved in payroll preparation or payroll/personnel functions; does other related duties.

QUALIFICATIONS AND REQUIREMENTS

1.Three (3) years of experience in work involving payroll processing or payroll and personnel work, one year of which shall have been in a supervisory capacity.

2.Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the duties of the position.

BASIC FUNTIONS AND RESPONSIBILITIES

1.Independently consults with representatives of the internal or external units or agencies to exchange information, discuss problems, and develop solutions.

2.Supervises, and/or reviews and checks payroll or payroll and personnel records, statements, documents, certificates, US Savings Bond registers, or time and attendance records.

3.Provides assistance in the completion of forms.

4.Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.

5.Supervises and/or computes overtime, emergency rates, and leaves of absence requiring the interpretation and application of relevant rules and regulations.

6.Assists in developing procedures and routines for the payroll or payroll and personnel work of the unit in accordance with established regulations; makes revisions in operating methods as may be required.

7.Prepares and checks regular, supplemental and overtime payrolls; adds or deletes employees as required' makes other appropriate changes such as union deductions, garnishments, taxes, charities, pensions and savings bonds.

8.Provides assignments and instructions to Payroll clerks and other clerical employees, and supervises the performance of their work.

9.Participates in resolving problems.



  1. Processes or supervises the processing of pension membership applications, beneficiary changes, retirement, loan applications, and insurance applications and changes.

  2. Keeps the supervisor and/or management informed of relevant deadlines, changes in rules and regulations, and related pertinent information.

  3. Consults with representatives of the Department of the Treasury or other outside agencies to exchange information and discuss problems related to payroll rules and standards.

  4. Provides recommendations in the development of new and revised personnel and/or payroll policies and procedures.

  5. Trains new employees to perform the work of the unit.

  6. Compiles data and information on payroll and personnel regulations.

  7. Interprets and applies new or revised payroll and personnel regulations.

  8. Receives and responds to inquiries.

  9. Calculates salaries, deductions, and related items.

  10. Completes requests for wage and separation information.

  11. Prepares correspondence and reports.

  12. Supervises staff who assist and provides assistance to employees in completing and processing forms and applications relating to retirement, insurance, payroll deductions, and record changes.

  13. Will be required to work with and maintain a computer terminal and/or word processing equipment.

  14. Keeps abreast of changes in rules and regulations.

  15. Operates various office machines such as adding machines, calculating machines, and copying machines.

  16. Supervises the establishment and maintenance of the records and files.

  17. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.


KNOWLEDGE AND ABILITIES

1.Knowledge of relevant rules and regulations concerning salary increments, bonuses, and authorized deductions.

2.Knowledge of office methods, practices, routines, and equipment.

3.Knowledge of payroll procedures.

4.Knowledge of the methods used to calculate deductions and salary adjustments.

5.Ability to process and supervise the processing of personnel forms.

6.Ability to provide assignments and instructions to Payroll Clerks and other clerical employees of the unit and supervise the performance of their work.

7.Ability to prepare and supervise the preparation of payrolls.

8.Ability to perform arithmetic calculations.

9.Ability to prepare reports and correspondence.



  1. Ability to read and interpret regulations and apply them to specific situations.

  2. Ability to compile data and other information.

  3. Ability to supervise adjustments to payroll deductions.

  4. Ability to supervise the calculation of payroll deductions for retirement, withholding taxes, the purchase of United States Savings Bonds, and health insurance.

  5. Ability to utilize various types of electronic and / or manual recording and information systems used by the agency, office, or related units.

  6. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

REPORTS TO: Department Head

SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION

1.Salary Range: $61,641 - $78,059

2.Employment Period: Twelve (12) month

3.Union Affiliation: Local 32
