The Riverside County Auditor-Controller's Office (ACO) is looking for a highly skilled and motivated Supervising Internal Auditor to join the Compliance Unit in Riverside, CA.

In this role, the selected candidate will plan, organize, and supervise the work of internal auditors and other staff engaged in conducting audits of departmental, fiscal, or operational activities; prepare audit reports with recommendations on findings; and perform other related duties as required.

The Supervising Internal Auditor is the supervisory level class in the Internal Auditor series. This class is characterized by the responsibility to plan, organize, and supervise the work of auditors within the Internal Audit Division of the Auditor-Controller's Office. This class may perform the most difficult and complex audits and provides guidance and training to subordinates.

Competitive candidates will possess knowledge of PeopleSoft Financial Accounting System, experience with rate development, and compliance audit experience to include contract monitoring, construction, and grants.  The department has a desire for candidates that possess a strong ability to learn quickly, adapt in fast-paced environments, and collaborate with diverse teams.

At this time, the position offers the opportunity to telework part time based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office.

The Riverside County Auditor-Controller is an independent, nonpartisan elected office established to provide accounting, audit, payroll, and property tax administration services to County government, cities, K-14 schools and special districts. The Auditor-Controller is the chief accounting and disbursement officer of the County. Riverside County is the fourth largest county in California and the eleventh largest in the United States.

  • Plan, organize, and supervise subordinates in the performance of internal audits of departments, operations, and programs; may perform the most complex audits as needed.
  • Plan audit procedures and assign segments of audits to staff; determine scope of and approach to audits in consultation with management and within the constraints of time and staff available; conduct audit program; perform detailed testing and analysis.
  • Assist management in the development and implementation of departmental policies and procedures.
  • Train and instruct auditors and technical staff and assist them with difficult problems and complaints; schedule and conduct periodic staff meetings.
  • Review financial, operational, and compliance audits of any department, function, operation, or program assigned.
  • Lead in the examination of records to determine accuracy of data and effectiveness of procedures and internal controls; document findings and prepares audit and special reports, conferring with client management as to recommendations and findings.
  • Discuss audit results with responsible officials.
  • Prepare correspondence and reports; provide statistical information to management, including monthly production status reports.
  • Prepare performance evaluations for subordinate staff members.

Education: Graduation from an accredited college or university with a Bachelor's degree with a specialization in auditing or accounting or possession of a valid certificate as a Certified Internal Auditor, Certified Fraud Examiner, Certified Information Systems Auditor, or licensed as a Certified Public Accountant. (A specialization is interpreted as the completion of at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.)

Experience: Three years of professional auditing experience, one year of which must have been in a capacity equivalent to Riverside County's Senior Internal Auditor. 

Knowledge of: The principles and applications of accounting and auditing procedures; auditing standards established by the Institute of Internal Auditors and the American Institute of Certified Public Accountants as they relate to governmental auditing; principles and techniques of public service, supervision, and training; techniques used in statistical sampling and flow charting. 

Ability to: Read and interpret laws, regulations, and other written material; summarize and evaluate factors relating to auditing; understand and apply the principles, laws, and procedures involved in auditing functions; accurately analyze situations and data, determine the relative significance of conditions and circumstances encountered, and define problem areas; explain audits to the public; train, supervise, and evaluate the work of auditors and technical staff; establish and maintain effective working relationships with others.

License: Possession of a valid California Driver's License may be required.
