Job Description and Duties

Under the general direction of the Principal Engineer, Power Markets, Compliance and Reporting (PMCR) Branch Manager, the Supervising Hydroelectric Power Utility Engineer (HEPUE) is responsible for leading the Power Market Operation and Policy Analysis units.

This position serves as a representative of the Department of Water Resources (DWR) when coordinating with the California Independent System Operator (CAISO); reviews and responds to developments in the electricity market and regulatory activities of the Federal Energy Regulatory Commission (FERC), California Public Utilities Commission (CPUC), California Energy Commission (CEC), and CAISO for impacts to the State Water Project (SWP) power operations.

Special Requirements

Under the provisions of the North American Electric Reliability Corporation Critical Infrastructure Protection Standard CIP-004 as part of the Energy Policy of 2005, this position has authorized cyber access to or unescorted physical access around critical cyber assets and is subject to a satisfactory background check prior to appointment and every seven years thereafter.

Must have a valid California Driver's License as travel to meetings in other cities is required. Must be willing to travel by plane and stay overnight in various locations throughout the State of California, which may require work outside of normal business hours.

Employee is required to successfully complete all safety training related to the functions of the job. This position is office-centered which means the incumbent works more than fifty percent of their time monthly in the office.

The incumbent must have knowledge of principles and practices of effective leadership; must be able to work independently and cooperatively with staff, internal, and external organizations such as the CAISO, Power Strategy Management Branch, Project Operations Center (POC), and Utility Power Systems Services (UPSS). The incumbent must have extensive knowledge of the State Water Project (SWP) water and power operations and how the Department interacts with the CAISO, be able to critically evaluate problems and propose alternatives, represent DWR in meetings, and assist PMCR Branch Manager with administrative and technical matters.
