Education and/or Equivalent Experience:

  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in Engineering, plus eight (8) years of related experience acquired before and/or after licensing as a professional engineer, including two (2) years of which were in a lead or supervisory capacity.

Licenses or Certifications:

  • Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.

Notes to Applicants

The City of Austin Transportation & Public Works Department is seeking an experienced and talented engineer to supervise and lead a street design team within the Active Transportation and Street Design Division. This is an exciting opportunity to support a small team of engineers and other street design staff in the build out of active transportation projects, in service to City policies, specifically Imagine Austin Comprehensive Plan, the Austin Strategic Mobility Plan and the City's Complete Streets and Vision Zero policies.

The ideal candidate has an in-depth understanding of local and national engineering best practices for bicycle, pedestrian, and transit priority design as well as experience with adapting these best practices in a retrofit environment to ensure the best possible outcome for all street users.

This position will work under minimal supervision with considerable latitude for the use of initiative and independent judgment and include these primary responsibilities:

1.Oversee the design of a large number of street design projects that repurpose existing street space to provide for safer, more multimodal street operations.

2.Coordinate across multiple divisions, departments and agencies in the delivery of these projects.

3.Manage both contractors and city staff to design these projects quickly and effectively.

4.Supervise design staff in the development of select projects of the Bikeways, Safe Routes to School, Transit Enhancement, and other multimodal capital delivery programs.

5.Respond to inquiries by citizens, Mayor and Council, City Manager's Office, and other agencies regarding project development and design.

6.Develop policies, guidelines, and standard operating procedures for the development of a variety of multimodal projects.

We are looking for the following:

  • An innovative leader with demonstrated ability to provide strategic leadership, to "see the big picture" and to engage with diverse stakeholders and leadership to promote trust, collaboration, and partnership.

  • Knowledge in establishing, maintaining, implementing best-practice transit, bikeway and pedestrian operations used by Austin Transportation Department, Capital Metro, and peer agencies.

  • Knowledge of transportation planning and traffic engineering practices, principles, modeling tools and cost estimates.

  • Excellent team working and problem-solving skills with internal and external members to accomplish organizational goals.

  • Excellent written and verbal skills to effectively communicate with internal and external stakeholders, including meetings and public events.

  • Ability to identify appropriate resources at TPW to participate in development and implementation activities for the Active Transportation and Street Design Division, and act as primary coordinator between ATSD and other departments.

  • Experience working for a highly progressive transportation organization.

  • Ability to provide technical input and strategic direction to multiple work teams by coordinating across TPW divisions, other departments, contractors, external stakeholders, and partner agencies to accomplish organizational goals.

  • Effective written and verbal communication skills with internal and external stakeholders, including meetings and public events.

  • Proficiency with computer-aided design (MicroStation preferred) and MS Suite (Word, Excel, PowerPoint, Outlook, Access).

Travel:

If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

Preferred Experience:

  • Experience and interest in the design and implementation of bicycle, pedestrian, safe routes to school, and transit priority projects and more generally, multimodal transportation infrastructure.

  • Experience with construction methodologies to include concrete construction, to successfully deliver high-need, time-critical projects.

  • Experience serving as a technical expert on the design of multimodal transportation projects; consult with a team of technical personnel, including City staff and consultants to deliver multimodal street design projects on behalf of multiple capital delivery programs, including Bikeways, Safe Routes to School, Transit Enhancement and other work.

  • Experience creating system-wide analysis as needed to respond to internal and external requests including coordination with other jurisdictions for multimodal network planning, design assistance, feasibility, and background information.

  • Experience working with NACTO's Transit Street Design Guide, Urban Street Design Guide, Urban Bikeway Design Guide; AASHTO's Guide for the Development of Bicycle Facilities and Guide for the Planning, Design, and Operation of Pedestrian Facilities; TMUTCD; and relevant City / Capital Metro planning documents.

  • Ability to travel to more than one work location.

Duties, Functions and Responsibilities

  • Provides technical advice and direction to internal and external customers. Manages, coordinates, implements, or monitors projects or programs, including the review of plans and development proposals for impacts related to project or program. Recommends revisions and permit requirements to mitigate negative impacts of development and assures plans conform to City policies. Resolves conflicts in difficult situations.

  • Develops, manages, and monitors the budget of projects. Assists in developing, managing, and submitting proposed budget forecast planning for short- and long-term City planning.

  • Develops and implements standard operating procedures, policies, codes, and ordinances by applying advanced technical knowledge and applying changes to meet departmental business goals and objectives. Monitors projects for regulatory compliance.

  • Develops and evaluates a variety of projects, programs, or plans. Develops long- and short-term planning and strategies for programs.

  • Develops design criteria. Reviews or approves plans and specifications, change orders, and estimates.

  • Negotiates contract terms, fees, and scope of contract including reviewing monthly progress reports, verifying final quantities and costs, compiling requisite documentation, reviewing change orders, and auditing as-built records. Acts as a liaison among consultants, contractors, subcontractors, manufacturers, fabricators, suppliers, and the City. Negotiates problems of changes, errors, or deficiencies and ensures compliance with project specifications and requirements.
