Manages water/wastewater treatment operations for multiple plants. Leads team of supervisors in the achievement of system goals. Manages budgets, negotiates purchase orders with vendors, and oversees ongoing improvement projects.  Responds to customer concerns and problems. Maintains all plant facilities in compliance with current TCEQ and EPA rules and regulations.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.

  • Reviews operations and maintenance of wastewater plants and implements corrective actions required for state and federal compliance.

  • Compiles and maintains accurate records and reports.

  • Conducts production and cost analysis for consumables needed for proper operation.

  • Ensures that all employees comply with safety rules and regulations.

  • Performs related work as required.

  • Knowledge of the occupational hazards connected with wastewater plant related activities.

  • Knowledge of the Clean Water Act.

  • Knowledge of EPA, TCEQ, and City of Laredo compliance regulations.

  • Knowledge of modern office procedures and methods including computers and applicable software.

  • Knowledge of English grammar, spelling, and punctuation.

  • Knowledge of the principles and practices of employee supervision.

Required Education and Experience

  • Thirty (30) college hours from an accredited* college or university in Business Administration, Public Administration, Science, or Engineering

  • At least nine (9) years of experience in water/wastewater treatment plant operations, of which at least two (2) years of experience was supervising personnel

  • Council of Higher Education Accreditation (C.H.E.A.) Required Licenses or Certifications

  • Texas Commission on Environmental Quality Water/Wastewater Operator B License

The following Licenses and Certifications that must be obtained after employment. Continued employment is contingent on successfully obtaining required certification(s) and/or license(s) within the specified period of time indicated above from time of hire:

  • Texas Commission on Environmental Quality Water/Wastewater Operator A license must be obtained within 12 months of employment

Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
