Under the direction of the Director of Public Works-supervises, plans, and oversees the operation, control, permitting maintenance, modifications and improvements of West Haven Water Pollution Control Plant, collection system and pump stations. This work involves application of sound judgement and principles of wastewater treatment. Duties include management of department employees in performing to the standards set by the City and State mandates. This position is responsible for the operation of the City's sanitary sewer system including approximately 140 miles of sewer mains, 13 pump stations, and 12.5 MGD advance treatment plant. The position is responsible for supervising treatment plant operators, technician, lab technicians, clerical staff, and collection system maintenance personnel. This position is also responsible for preparing and managing budgets, attending WPCC meetings, ensuring compliance with treatment plant discharge permit requirements and for performing all other related work as required.

Typical Duties and Responsibilities

  • Supervises treatment plant and collection system personnel; establishes work schedules and assures proper assignment of personnel.

  • Instructs personnel in treatment plant, pump station and sewer main operation and maintenance; provides training and instruction of safe work practices, injury prevention and performance of job duties; assists in hiring of employees, trains, develops and evaluates the work of treatment plant employees.

  • Develops and Implements plans and procedures for the operation of maintenance of treatment plants, pump stations, gravity and force mains-including setting up and running daily routines.

  • Responsible for supervising the effective operation of wastewater treatment plant, and composting of bio solids, including proper adjustment of plant processes.

  • Analyzes plant and laboratory reports and directs the adjustment of plant processes to improve plant efficiency and effluent quality.

  • Provides technical advice on matters related to treatment plant and collections system operations to City officials; attends WPCC meetings and other City Board and commission meetings as required; makes recommendations concerning treatment plant and collection system improvements.

  • Develops all process control protocols for the treatment plants to ensure that all discharge requirements are met.

  • Liaison with State Department of Energy Environmental Protection Municipal Wastewater Unit; responsible for reporting to and meet state criteria for effluent limits set through National Pollutant Discharge System (NPDES) permit; follows all requirements of CFR 40 Part 503 sludge disposal regulations.

  • Prepares comprehensive reports on sewage treatment plant and collection system operations for submissions to City officials, state and federal regulatory agencies, including the DMR and MOR, required by the operating permit.

  • Develops and manages discharge permit for industrial and commercial discharges; reviews and approves or disapproves applications for CT DEP permits by industrial or commercial discharges.

  • Develops and manages the division's budget and prepare fiscal reports; preparation and purchasing of necessary equipment and supplies utilizing financial software (MUNIS); develops RFP's and bid specifications for the procurement of equipment and supplies.

  • Coordinates, supports and responds to emergency situations as needed on a 24-hour basis.

  • Assures that work areas are safe from occupational hazards.

Knowledge, Skill, Ability, and Personal Characteristics

  • Ability to plan and supervise the work of subordinates professional and sub-professionals in a manner conducive to full performance and high morale; ability to take initiative, be resourceful and exercise professional and administrative judgement.

  • Ability to interact well with the general public, staff, elected and appointed officials, consultants, federal, state and local boards, organizations and commissions.

  • Good knowledge of the regulatory aspects associated with various environmental programs.

  • Thorough knowledge of principles and practices of sanitary engineering; knowledge of physical, biological and chemical processes involved in advanced wastewater treatment processes and ability to conduct related laboratory analyses, knowledge if the principles of valves, pumps, and motors and a wide variety of electronic and computerized control systems; thorough knowledge of the machinery, equipment, materials, processes and operating practices of advances sewage treatment plants and pump stations; knowledge of nitrification and denitrification, disinfection and incineration of bio solids processing

  • General knowledge of Supervisor Control & Data Acquisition System (SCADA) and applicable software applications such as Microsoft Office Word, Excel and databases

  • Knowledge of OSHA rules and regulations

EXPERIENCE AND TRAINING REQUIREMENTS:

  • Must possess a Connecticut Class IV Treatment Wastewater Facility Operator's Certificate

  • Five (5) to seven (7) years of experience in wastewater treatment plant and collection system operations' including five (5) years of supervisory experience or an equivalent combination of education and experience.

  • Must possess a valid Motor Vehicle License
