Superintendent Of Transportation - Hartford

Job Description

Assists the Division Manager to direct and monitor all transportation activities including dispatching, work distribution, and supervision of street operations to ensure safe, reliable, responsive service within the Hartford division.

This position is directly accountable to the Hartford Division Manager with occasional direction from the CTFastrak Division Manager and/or the AGM of Transit Services. This position supervises Transportation Supervisors and Bus Operators.

Examples of Duties

• Assists the Division Manager in directing daily public transit operations and administration to ensure compliance with CTtransit, federal, state, local, and contractual requirements, conformity with company goals, and responsiveness to customer expectations in the Hartford division.

• Assists the Division Transportation manager in the identification and analysis of operational issues and problems Develop policies and procedures that ensure safe, reliable, customer-focused, and cost-effective service.

• Oversees the investigation and recording of customer complaints and commendations.

• Must be able to work flexible schedules which will reflect transit system operations. Assists in managing problems and emergencies involving the Transportation Department on a 24/7 basis. Occasional night and weekend work should be expected.

• Communicates performance expectations to Transportation Supervisors and Bus Operators. Regularly monitors and evaluates performance against expectations and offers positive and constructive feedback to improve performance. Coaches and counsels Bus Operators and Supervisors regarding performance. Provides recognition and administers discipline, including terminations, as provided by Company policies and procedures.

• Leads discussions with union representative and employees regarding labor issues. Works amicably with union to resolve issues. Assists Division Transportation Manager in investigation, documentation, and meetings regarding disciplinary actions and grievances.

• May be required to operate revenue vehicles as needed in any type of emergency.

• May be required to cover Dispatch, Radio, and Road Supervision duties as needed in any type of emergency.

• Manages overall system reliability and quality including customer interactions, on-time performance, and other functions of the system.

• Manages the evaluation of probationary Bus Operators, provides individualized coaching for Operators on customer relations skills, and ensures Bus Operator adherence to Company policies and procedures as well as compliance with ADA regulations.

• With Transportation Superintendent team, manages overall transit service operation including emergencies and special events.

• Work cooperatively with all departments and levels of the organization.

• Attends in-service training, seminars or other opportunities for professional development as made available by the Company. Provides training for Company personnel as required. Actively participates in staff meetings, trainings, etc.

• Will participate in the interview process, and the selection process for new positions.

• On-board coaching and evaluations of the employees as needed.

• Assist other departments and divisions as assigned.

• Additional administrative duties as assigned.

• Other duties and responsibilities as assigned..

Qualifications

• Minimum possession of a bachelor's degree in Transportation, Logistics, Management, Business, Public Administration or a closely related field & four (4) years of relevant work experience is required.

• An equivalent combination of education and work experience on a year-for-year basis can be substituted for the 4-year degree requirement.

• Experience in managing employees in a union environment, interviewing, hiring, training, employee development, employee discipline up to and including termination.

• Knowledge of public transit operations, policies and procedures, Company, Local, State and Federal rules and regulations, traffic laws, routes, union contract provisions, customer service skills, transportation technologies, and other related information is required.

• Knowledge of the advanced principles of supervision, knowledge of progressive discipline processes, including demonstrated ability to communicate clearly, build commitment to goals, offer instruction, with excellent written and verbal communication skills, interpersonal skills, tact and diplomacy.

• Ability to work in a fast-paced environment, to multitask, manage multiple employees, ability to conduct training when necessary and to work both independently and in a team environment.

• Knowledge of fixed-route service planning and on-time-performance management.

• Proficient in software programs (office suite) and public transportation operations software (CAD/AVL). The ability to quickly learn internal software programs and manage time and attendance for the bus operators.

• Ability to quickly learn Company policies, procedures, and practices.

• The ability to prioritize projects and demonstrate effective leadership in communicating and building commitment to the organization's goals through excellent communication (especially verbal), interpersonal skills, tact and diplomacy.

• A valid Commercial Driver's License with the proper endorsements is required. Individual may be required to travel in the course of their daily work.

• Ability to work both independently and in a team environment.

• Must be able to handle confidential information.
