Job Description

This position is responsible for developing and conducting system wide maintenance safety, technical maintenance training programs and the scheduling of specialized vendor training programs. The position is also responsible for developing and administering a program which qualifies mechanics for formal fleet certification in connection with job bidding. Formal duties include but are not limited to training, project coordination and oversight, employee observation and facility inspections while managing supervisory tasks and special projects that achieve the company motto: Safety First, Customer Service Always.

Examples of Duties

  • Responsible for developing and conducting technical maintenance training programs including curriculum development, course scheduling, developing training aides, and maintaining an up-to-date technical library to support management and the shop floor. Maintains and disperses manuals, bulletins, schematics and other technical updates.

  • Manages new maintenance employee orientation and all initial and recurrent training. Maintains all maintenance employee training and certification records.

  • Directs day-to-day operation of maintenance training department.

  • Must be able to work flexible schedules which will reflect transit system operations. Assists in managing problems and emergencies involving the Maintenance and Safety Departments on a 24/7 basis.

  • Develops and administers a formal mechanics training and certification program. Also manages the maintenance apprentice training program.

  • Responsible for security and maintenance of all assigned equipment and training rooms.

  • Develops parts specifications in coordination with the Superintendent of Inventory and Purchasing Officer.

  • Arranges with outside providers including technical schools and vendors to provide technical training for maintenance employees and employees from other transit systems as required. Develops training for Maintenance Supervisors.

  • Responsible for maintenance, operation, calibration and software updates of CTTRANSIT testing and diagnostic equipment.

  • Develops and collects data for engine and power train performance and analyzes oil, fluid and exhaust gas and verifies final test results.

  • Oversees all Zero Emissions Vehicle training, safety and PPE programs

  • Prepares and maintains written operating procedures for maintenance equipment and processes.

  • Provides technical review and comment of studies and reports; maintains up-to-date files of technical literature and correspondence.

  • Researches and prepares written requests for the purchase of technical, electronic, training, research and test equipment.

  • Provides technical assistance in the selection of engine and transmission manufacturers, parts suppliers, and rebuilders.

  • Retrieve, download, review, and process video footage for investigation of accidents or incidents as needed.

  • Conducts employee safety observations, safety inspections and has the authority to remove employees from service due to unsafe acts or related safety policy violations.

  • Must be able to responsibly record, report, investigate and respond to any accidents or incidents as needed.

  • Ensures proper execution of accident investigations as conducted by maintenance staff.

  • Administers, develops and implements various personnel policies and procedures related to the safety of employees.

  • Acts as a technical advisor system wide in areas of expertise.

  • Additional responsibilities include advance troubleshooting and problem solving and conducting failure analysis to determine primary cause(s) of failure.

  • Works in coordination and cooperation with all personnel as required

  • Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meetings, trainings, etc.

  • Has thorough working knowledge of Agency policies and procedures.

  • Assists in the evaluation, review and goal setting of subordinates.

  • Performs other duties and responsibilities as assigned in other departments and/or divisions as needed.

Qualifications

  • Minimum possession of a bachelor's degree with major course work in engineering, training, business management or a related field is required.

  • An equivalent combination of education and work experience on a year-for-year basis can be substituted for the 4-year degree requirement.

  • Experience in managing employees in a union environment, interviewing, hiring, training, employee development, and managing employee discipline.

  • Five (5) years of relevant experience is desired in varied phases of heavy-duty diesel fleet operations, training, engineering, applications, or research with at least three (3) full years of significant responsibility as a trainer or supervisor. An appropriate advanced degree or additional professional experience may be substituted for a portion of the experience or educational requirements.

  • Experience with the use and knowledge of test equipment and computer systems applications in all job related areas is required.

  • This position requires extensive knowledge of the principles and techniques of fleet service training, heavy-duty vehicle maintenance and management and the ability to independently conduct research projects. The position also requires the ability to communicate and formulate ideas effectively orally and in writing to establish effective working relationships with other employees and when necessary, members of the public.

  • A valid drivers' license is required. Individual may be required to travel in the course of their daily work.Travel to all other divisions of CTtransit and to other transit systems is also required as assigned.

  • Current active CDL is highly preferred.

  • Proficient in software programs (word processing, spreadsheet and database), Internet applications and utilization of all relevant office equipment. The ability to learn quickly internal software programs.

  • Must be able to handle confidential information.

  • The ability to prioritize projects and have excellent interpersonal skills, tact and diplomacy.

OSHA 30 & NFPA 70e preferred or ability to obtain within 6 months of hire
