Primary Purpose:

Support the mission, vision, and strategic goals of Comal ISD by providing leadership and expertise in the overall instructional program.

Education / Certification:

1.Master's degree in educational administration or content area is preferred.

2.Certified Professional Development and Appraisal System (PDAS) appraiser preferred.

Special Knowledge / Skills:

1.Effective communication and interpersonal skills.

2.Knowledge of curriculum and instruction.

3.Ability to evaluate instructional programs and teaching effectiveness.

4.Ability to manage budget and personnel.

5.Ability to coordinate District function.

9.Computer skills consistent with District expectations.

Experience / Other Requirements:

1.Five years experience as a classroom teacher.

2.Experience with technology applications.

Major Responsibilities and Duties:

1.Provide leadership and expertise in the overall instructional program of the District.

2.Direct content area instructional and curriculum services to meet students' needs.

3.Remain current in fields of curriculum and staff development through attendance at state and national conferences and research of current literature in the areas of innovative instructional strategies and best practices.

4.Conduct meetings with District and campus instructional leaders for the purpose of feedback, input, and recommendation.

5.Participate in annual strategic planning and program evaluation to promote, plan, and implement on-going job-embedded campus-based staff development.

6.Serve on various advisory committees and planning teams.

7.Directs the work of the instructional specialists and campus instructional coaches in their efforts to facilitate the vertical articulation of the program PK-12 and directs their efforts to lead and support campus personnel in implementing an effective instructional program.

8.Utilize a variety of ways to involve District faculty in the development of instructional programs and strategies as per the District Improvement Plan.

9.Review and evaluate campus instructional programs and recommend modifications when appropriate.



  1. Develop, revise, and support implementation of District-wide curriculum based on local, state, and national curriculum standards.

  2. Support and reinforce the use of consistent curriculum design format for all curriculum documents.

  3. Coordinate the review and revision of curriculum documents annually to reflect state standards and the state assessment plan as well as the District-developed curriculum scope and sequence.

  4. Interface with the Technology Department to ensure that all curriculum documents are posted on the website for both staff and parent use and review.

  5. Conduct and document classroom visits in an effort to provide feedback, assistance, and support for District curriculum implantation.

  6. Coordinates the evaluation and selection process for textbooks in accordance with District policy, and collaborates with the District Textbook Coordinator and with publishers' representatives in the acquisition of adopted instructional materials including the annual reordering of consumable resources.

  7. Evaluates, recommends, and assists campus administrators with the evaluation and selection of supplementary materials, software programs, equipment, and furniture to support effective classroom instruction.

  8. Plan for and provide effective staff development that is based on research and best practices, supports the District curriculum, and incorporates the vision and mission of Comal ISD.

  9. Participate in annual review of District goals for staff development and ensure that these goals are consistently reflected and implemented in the content areas staff development plan.

  10. Plan and present to campus and District staff professional development consistent with


District initiatives and best practices.



  1. Support the development of campus experts through staff development in content, responsive instructional practices, and assessment development.

  2. Analyze student assessment data and feedback from staff as a method to assess current and future staff development needs.

  3. Develop and monitor content area staff development budget.

  4. Develop, implement and coordinate a database and system of record keeping that ensures high quality and continuous improvement of District-wide professional development activities.

  5. Coordinate and maintain the training calendar for all professional development activities initiated by Central Office divisions.

  6. Directs the professional growth opportunities of content area teachers by coordinating the planning, presentation and evaluation of professional development programs, workshops, and seminars.

  7. Works as a resource person with new to the profession teachers and teachers in need of assistance whose difficulty or complexity requires a high degree of professional skill and knowledge.

  8. Evaluates the effectiveness of novice and/or struggling teachers and provides support including classroom coaching, and demonstrations appropriate to various levels of instruction.

  9. Provide District-wide assessments consistent with the District assessment program and plan.

  10. Analyze student assessment data and feedback from staff as a method to assess efficacy of


District-wide content area assessments.



  1. Coordinate development of District-wide assessments consistent with the District assessment plan.

  2. Ensure accuracy of District-wide assessments and answer keys.

  3. Work collaboratively with Coordinator of Data and Assessment to access and use District- wide assessment data to improve student achievement.

  4. Support the District mission, vision, and strategic goals.

  5. Follow the direction established by the superintendent and the Board of Trustees.

  6. Adhere to District procedures, guidelines, and policies.

  7. Provide leadership in addressing the challenges facing the profession.

  8. Participate in activities that promote District and community relations.

  9. Prepare, maintain, and present all information, reports, and records as required.

  10. Collaborate with other personnel in a collegial, supportive manner.

  11. Stay up-to-date professionally through the selection of quality staff development opportunities for personal growth.

  12. Research District policy, precedent, and current practices prior to taking action.

  13. Participate as an effective team member who contributes to District, department, and content goals.

  14. Demonstrate integrity and ethics.

  15. Display proficient levels of technology applications.

  16. Utilize time wisely for effective management of job responsibilities.

  17. Maintain punctuality in daily work times, appointments, and meetings.

  18. Meet task completion deadlines established by supervisor.

  19. Maintain a positive and professional tone in all communication (i.e. email, written, and verbal).

  20. Perform other duties and accept other responsibilities as assigned.

  21. Represent the District with regard to the instructional program at city, regional, state, and national meetings, committees, and conferences.

  22. Pursues grant opportunities to support the instructional program including grant writing and/or administration as recommended by the District grant writer.

  23. Serves as a resource to campus administrators, teachers, parents, students, and community agencies.

  24. Manage and utilize data effectively for systemic process and program analysis.

  25. Account for the accuracy and verification of all student program data and reports.

  26. Implement data-driven decision making for improvement efforts based on best practices.

  27. Seeks, evaluates and responds to evaluates and responds to evaluative feedback from teachers, administrators, peers, supervisors, and other professionals.

  28. Manage and utilize policy effectively for maintaining systemic processes and practices.

  29. Account for the verification of the correct policy regarding all decisions and correspondence.

  30. Implement effective policy-driven decision making.

  31. Perform other duties and accept other responsibilities as assigned.

  32. Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records.

  33. Develop and maintain a vertically and horizontally aligned curriculum.
