Overview

Eagle Ray, Inc. seeks qualified individuals to assist in providing full range of acquisition and program management support services in the performance of activities within the Department of Defense (DoD) Defense Health Agency (DHA) Office of the Deputy Assistant Director for Acquisition DAD-A (J-4).

Responsibilities

Support to DHA Chief, System Engineering (CSE):

  • Provide advice, support and systems engineering consulting services to the DHA CAE and CSE to implement Federal and DoD systems engineering requirements.

  • Coordinate closely with the CSE and support contractors to integrate systems engineering considerations into all planning, implementation, management, sustainment, and oversight activities.

Qualifications

Required:

  • Able to obtain a Public Trust

  • Bachelor's degree in engineering, physics, mathematics, computer science or related field.

  • Minimum of five years of experience performing technical analyses, studies or project planning and monitoring involving the design, development or acquisition of systems and implementation of associated functional changes.

  • Fifteen years of specialized experience within the functional area and a bachelor's degree in engineering, physics, mathematics, computer science or related field may be substituted for a master's degree.

  • No substitution of the hard sciences or technical background is authorized.

VIEW JOBS 5/6/2019 12:00:00 AM 2019-08-04T00:00 Position is contingent upon contract award Knowesis is currently seeking an experienced Subject Matter Expert to support the efforts of the Bureau of Medicine and Surgery (BUMED) directorate (M9) Duties and responsibilities may include, but are not limited to: * Project management support to include project design and planning, plan execution, monitoring and management of projects/initiatives, project status/risks tracking/reporting. * Strategic communication and stakeholder support to include communication/message development, stakeholder engagement, stats reporting, and site visits (as necessary). * Governance and business planning to include support of defining business purposes and identifying goals for related projects and programs. * Program evaluation and performance management to include current state needs-assessments, development of evaluation methodology/criteria, cost-benefit analysis (pre or post-program implementation), and ongoing performance monitoring. * Approve of any contractual documents, to include documents defining requirements, incentive plans, and evaluation criteria or administrative contracts is to be executed by the government only; * Knowledge management support services to include meeting facilitation, agenda building, meeting management, knowledge management site sustainment and Industry and best practice research; * Governance and innovation support services to identify ways to improve processes and outcomes; * Data collection, analysis, and metric development to produce actionable data shared among internal and external stakeholders; * Strategic advisory support services to BUMED M9 directors to shape the program management implementation strategy and process; * Provide recommendations and support to the BUMED M9 Directors on approaches to organization transitions from an oversight policy model to a more directive management and program planning focused business process; * Evaluate key processes across the product line work streams to include identifying opportunities for process improvement. * Provide expert-level consulting, analysis, methodological and design support to complex projects. Experience and Skills * Master's or Bachelor's plus 10 years of relevant work. * 10 years providing Joint Capabilities Analysis for DoD customers and five years providing JCA for Navy Medicine. * 5 years' experience support DOTMLPF Change Recommendations (DCR) and providing DOTMLPF analysis for Navy Medicine * 5 years' experience providing IT and C2 change recommendations in DoD settings. * Experience in developing organizational realignment plans within Navy Medicine organizations in response to the establishment of the Defense Health Agency or in response to NDAA. * Have extensive knowledge in an area of specialization that is necessary for the effective evaluation and development of recommendations regarding the subject. * Have analytic or clinical expertise depending on the need of the project.
