Raytheon is looking for an experienced Subcontracts Specialist to join its team. You will report directly to the Manager, Subcontracts - supporting multiple programs within the Space and Airborne Systems business unit. Responsibilities will include, but are not limited to:

  • Manage subcontracts and represent Supply Chain organization at various levels on functional and cross-functional teams to drive business success.

  • Negotiate and administer Firm Fixed Price subcontracts.

  • Evaluate, identify, and select suppliers and business partners.

  • Generate and negotiate Teaming Agreements and other related agreements.

  • Work closely with Program Office representatives and Engineering to define and implement procurement strategies and develop subcontract Statements of Work.

  • Solicit proposals from prospective subcontractors and employs value analysis techniques to analyze cost/price, technical capability and financial viability, conducting investigations to ensure ability to perform within cost and schedule.

  • Monitor and report cost, schedule and status of subcontractors and recommends or implements corrective action as necessary.

  • Prepare subcontract documentation in accordance with established company, customer and government regulations.

Required Skills:

  • Minimum 2 years of supply chain, subcontract management, or related experience in a function such as business, operations, proposals or compliance.

  • Experience in applying critical thinking skills to solve complex problems

  • Experience making presentations (verbal and/or written) to key stakeholders

  • Experience grasping / understanding technical concepts

  • Demonstrated experience in managing suppliers or projects

  • Self-motivated and able to work with minimal direction

  • Detail oriented and able to work multiple projects simultaneously

  • Experience in desktop computing tools (MS Excel, MS Word, MS PowerPoint)

U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

Desired Skills:

  • Experience with Firm Fixed Price (FFP) subcontract type

  • Prior experience working in the defense industry

  • Working knowledge of the Federal Acquisition Regulation (FAR and DFARS)

  • Experience with SAP or PRISM

  • Experience with import/export regulations (ITAR/EAR)

  • Experience in desktop computing tools (MS Project)

  • Ability to obtain and/or maintain a US Government Security Clearance

Required Education:

  • Bachelor's Degree required (B.S. or B.A.) in business, supply chain, engineering, or related field

Desired Education:

  • Master's Degree in business, supply chain, or related field

  • Dual degree in business and engineering (or equivalent)

This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons 114745

The F/A-18 and F-5 Subcontracts Manager will be responsible for managing a subcontracts team, which includes a team of 10 Subcontract Administrators (various levels) that support the Development, Sustainment, and Production programs in the F/A-18 and F-5 portfolio. The Subcontracts Manager will be based in El Segundo, CA and will lead a team at that site as well as a small team in St. Augustine, FL. Responsibilities for the F/A-18 Subcontracts Manager include: * Directs and manages all cost, schedule and technical performance requirements that are levied on subcontractors and are required to ensure performance and support of contract milestones. * Acts as the main focal point to major suppliers for all subcontract related activities; briefs executive management and customer on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office. * Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost/delivery/quality accountability. * Acts as an integral part of Integrate Product Team and Subcontracts Management Teams (SMTs) to make decisions affecting the performance of subcontractors.
