Performs assigned subcontract activities for a major proposal and/or project. May lead others with procurement responsibilities and/or Procurement Department initiatives while requiring minimal or no supervision.

Will generally support required duties within the Procurement Department. Principal Duties and Responsibilities Purchases construction related and service contracts for major projects following established policies and procedures. Provides project setup of procurement and contract related activities.

Executes and manages the procurement process on assigned contracts including bid list preparation, solicitation of quotes, evaluations, recommendations, negotiations and award. Leads negotiations for construction related contracts. Collaborates as needed to resolve complex claims or other issues.

Ensures contract documents are issued correctly and on schedule. Leads the handover of i) the estimating effort to the project execution team and/or ii) awarded subcontracts to the appropriate field staff. Develops and monitors assigned contract budgets and schedules (e.g., man-hours, cost, procurement milestone durations) and aligns to procurement budgets and goals.

Manages the establishment and/or monitoring of procurement goals.

Monitors project procurement and/or contract activities and reports status. May develop, create and lead presentations to internal and external client and joint venture partners.

Develops and conducts training programs; coaches and mentors professionals in procurement processes, tools, commercial terms and conditions and project execution. May lead proposal / estimating efforts for a major project(s) and become involved in early negotiations with long lead subcontractors, prior to project release. Tracks lessons learned and implements as applicable for subsequent proposals and projects.

Files appropriate documents and follows filing rules. Acts in capacity of a "lead person" and possible project management responsibility for the people to whom they provide project work direction. Following are possible positions receiving direction:

Assistant Subcontracts Manager Senior Subcontracts Representative Subcontracts Representative Minimum Qualifications Ten (10) years of relevant experience in Subcontracts, Construction Project Management, Procurement or proven ability to perform at the capacity identified herein. Requires field experience as a subcontracts manager, superintendent, foreman or related position. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Job Qualifications BA or BS degree in Construction Management, Engineering, Purchasing, Supply Chain, Business, Technical / Engineering or related field preferred. Relevant field or office experience can substitute for a degree. Preferred
