Subcontracts Manager at Hidden Level

Hidden Level is looking for a Subcontracts Manager! This position will be a member of the growing Contracts Department to establish and maintain Non-disclosure agreements, consulting agreements, subcontracts and other contractual instruments in support of various programs and company initiatives. The Subcontracts Manager will be responsible for leading multi-functional procurements for commercial leases, Master Services Agreements and software licenses with firms. Will require cross-functional support to meet compliance and proposal response objectives. This position resides in Syracuse, NY

Primary responsibilities:

• Make appropriate decisions necessary to move programs forward during the proposal and contractual performance stages.

• Holds procurement delegation and signs agreements within established authority.

• Preparation and issuance of RFP/RFQs, assist program team with development of requirements and Statements of Work, researching and evaluating qualifications of sources, preparing detailed evaluations of proposals, developing negotiation strategies and scope to target costs.

• Managing cost and pricing objectives throughout proposal lifecycle

Successful Candidate

• Bachelor's degree in business, finance, accounting, or equivalent experience/combined education with 10 years of professional experience or 8 years of professional experience with a related master's degree.

• Proven exceptional communication skills, both written, verbal and presentation to effectively communicate business cases to all level of peers, program, and executive management.

• Prior professional experience with subcontract management activities from developing RFPs and conducting negotiations through award and administration.

• Prior professional experience to include producing statement of work requirements from Prime to Sub, establishing evaluation and selection criteria, and compliance with Prime contract requirements.

• Demonstrated negotiations experience.

• Demonstrated ability to bring matters/issues to successful closure.

• Strong problem identification and resolution skills.

Nice to have:

• CPCM, CFCM, DAWIA Level 1-3 or similar related procurement training/designation

• Proposal writing experience

• Ability to obtain Secret clearance.

Salary at Hidden Level Inc. is market competitive and determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience. The anticipated salary range for this position based out of Syracuse, NY is estimated at $115,000 to $142,000 annually. The estimate displayed represents the typical salary range for this position and is just one component of Hidden Level Inc.'s total compensation package for employees.
