Job Description:


JOB DESCRIPTION: Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment for multiple contract types.

Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures.

May sign supplier agreements and purchase orders within established authority. (It should be understood that this is not intended to be a detailed nor comprehensive description of any individual employee's job content. Managers set the specific duties and responsibilities for each employee). Frequent use and application of industry practices, techniques, and standards. General application of concepts and principles.

Receives assignments in the form of objectives and establishes goals to meet outlined objectives. PROBLEM COMPLEXITY: Participates in the development of solutions to a variety of problems moderate in scope and complexity.

Often refers to policies, procedures and practices for guidance. FREEDOM TO ACT: Works under general direction on routine work.

May receive detailed instructions on new projects or assignments. Follows established procedures. Work is reviewed for soundness of judgment, overall adequacy and accuracy.

IMPACT: Contributes to the completion of organizational projects and goals. Errors in judgment or failure to achieve results would normally require a moderate expenditure of resources to correct. LIASON: Frequent internal company and external contacts. Represents organization on specific projects.


TYPICAL EDUCATION AND EXPERIENCE: Bachelors and three (3) years or more of related experience; Masters and one year of related experience

Northrop Grumman Technology Services is seeking a Sr. Principal Supply Chain Subcontracts Specialist. This position will be located in Huntsville, AL and will provide 24/7/365 subcontract support. Roles and responsibilities include: * Source selection from contract proposal to execution phases * Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users * Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services * Supports the proposal process and will also negotiate and coordinate additions, deletions, or modifications to subcontracts. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts * In conjunction with quality organization, evaluates and monitors supplier quality and reliability as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations * Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations * Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded * Manages and develops strategic/key suppliers. Reviews and approves supplier payment as needed * Utilizes process tools to drive quality, efficiency and continuous improvement * Develops solutions to complex problems; considered an expert in the field Relocation assistance may be available for this position Basic Qualifications: * Bachelor's degree with 10 years of relevant experience or a Master's degree with 8 years of experience or a minimum of 14 years of relevant experience may be considered in lieu of a degree * Must have working knowledge of FAR/DFARS * Experience with Microsoft Office including Excel and PowerPoint * Must be able to effectively communicate and collaborate with the management of other organizations (program management, contracts, business management, etc.) as well as with the subcontractors * Must be motivated, organized and have effective time management skills * Ability to brief internal and external customers * Must be able to effectively work under very general supervision * Must be able to obtain and maintain a secret DoD clearance Preferred Qualifications: * Experience with DMS issues related to aging fleets * Experience executing subcontract and procurement activities in a heavily matrixed, geographically-dispersed organization * Experience with SAP * Experience communicating with senior executive leaders to report status, draft solutions and coordinate path forward * Experience with FFP, CPFF, and cost reimbursable and incentive-type contracts Northrop Grumman is committed to hiring and retaining a diverse workforce.
