The Subcontracts Administrator is responsible for planning, executing, and managing subcontracts for a variety of high dollar, high complexity major systems in support of principal product lines.
Negotiates, administers and manages complex subcontracts, high value procurements, and complex service subcontracts within price, schedule and performance standards.
Assist management in identifying, evaluating and selecting potential suppliers/partners for critical, high dollar material and services.
Obtains material estimates and evaluates cost proposals.
Coordinate and document program related information flow with all internal/external customers and subcontractors.
Prepares requests for proposals, obtains subcontractor proposals, supports cost proposals, supports fact finding, prepare cost or price analysis and participate in multi-facet negotiations.
Insures proper investigation and surveys are accomplished to confirm qualifications and capabilities of potential subcontractors.
Anticipate, plan and implement actions necessary to ensure product quality, cost/budgets, schedules, technical and contractual performance by subcontractor. Monitor and periodically report on cost, schedule and technical status of projects and recommend/implement corrective actions as required.
Prepares subcontract documents in accordance with appropriate company and customer requirements, including terms & conditions, statements of work, purchase technical specifications, data requirements and special provisions as required.
Take appropriate actions to ensure contract compliance and performance, including coordination with other departments as well as effective communications with subcontractors to assure their understanding of key issues, risks, objectives and milestones of the program.
Conducts subcontractor program reviews as necessary.
Insures all proposal plans are supported with required subcontract/material estimates and other supporting data in a timely and accurate manner.
Performs other duties as assigned by management.
Bachelors Degree in Business Administration, Engineering or Supply Chain Management.
Two (2) plus years of Subcontracts/Supplier management experience in a manufacturing or DOD industry preferred.
Program management experience highly desirable.
Experience with EVMS and IMS.
Working knowledge of the FAR, DFAR, ITAR, UCC and INCO terms with a broad familiarity with Government contracting principles.
Ability to effectively communicate orally and in writing both internally and externally.
Demonstrated proficiency in Microsoft Office Suite software.
Ability to effectively plan, organize and schedule.
Ability to analyze data and focus on attention to details.
Understanding of various contract types.
Ability to work well with others in a team environment.
Proven familiarity with and able to interpret contractual documents.
