BAE Systems is hiring a Remote/Onsite Hybrid Subcontract Administrator to support our Combat Mission Systems (CMS) business. In support of a Business Area with over $1 billion in annual revenue and material spend in the hundreds of million, the role leads and coordinates cradle to grave subcontracting activities. This individual is accountable for the technical, financial, schedule, and quality performance of assigned subcontractors, as well as the proactive coordination of the internal team support necessary for subcontractor success. Prepares and presents briefings to Programs and Management on subcontractor performance and escalates issues to Project Management for resolution within the project team. Provides leadership to less experienced Subcontract Administration team members and through delegation, acts as first-line manager backup when first-line management is not available.

Location/Travel:

  • This will be a Remote/Onsite Hybrid role where you will work from home and may go onsite a few times each month.

  • The position can be based out of any BAE CMS site: Aiken, South Carolina; Anniston, Alabama; Louisville, Kentucky; Minneapolis, Minnesota; Phoenix, Arizona; San Jose, California; Sterling Heights, Michigan; or York, Pennsylvania.

  • There may be up to 25% of travel involved for meetings, events, training, etc.

Schedule:

  • This role will work on a 9/80 schedule where you will have every other Friday off.

Responsibilities:

  • Manage critical suppliers through multiple program phases including capture, development, production, and sustainment.

  • Full accountability to lead and manage timely execution of subcontracts and ensure effective subcontractor execution in alignment with business /program objectives.

  • Management of overall performance of subcontractors to support the achievement of contract, technical, schedule, quality, and financial performance objectives.

  • Establish, maintain, and foster relationships and communications between BAE Systems and subcontractors.

  • Earn and maintain confidence of Program Offices to become trusted business partners for program execution.

  • Identify risks and opportunities and create/drive plans to mitigate and realize them.

  • Support material sales forecasting and drive performance to operating plans.

  • Develop and execute a subcontractor strategy compliant with Small Business Plans on assigned programs.

  • Coordinate Production Program and Development Program activities among BAE Systems Supply Chain Managers, Integrated Product Team/Program Leads, and Engineering as required.

  • Ensure quick resolution of technical and programmatic issues by leveraging and integrating the capabilities of the entire organization.

  • Participate in and contribute to Subcontract Management Reviews, technical meetings, subcontractor partner assessments, and audits.

  • Generate and author Subcontract Management Plans compliant to Command Media and identify measures for managing subcontractors.

  • Support planning, execution, and reporting of subcontract material and labor budgets and estimate at completion (EAC) inputs.

  • Work closely with Operations Proposal Group to develop subcontractor strategies including packaging work and negotiating to support the price to win.

Required Education, Experience, & Skills

  • Bachelor's Degree and 8 years of related experience or equivalent experience

  • Experience in Subcontracts Administration/Management

  • Experience generating, negotiating, and executing major subcontracts/purchases

  • Comprehensive understanding of subcontractor solicitations and bid analysis/process

  • Demonstrated ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles

  • Understanding of the role of subcontractors in complex industries

  • Experience supporting major subcontracting/procurement efforts in a Department of Defense (DOD) contracting environment

  • Familiarity with defense aerospace industry and regulations

  • Knowledge of FAR (Federal Acquisition Regulation) and DFAR (Defense Federal Acquisition Regulation) regulations and the nature of flow down requirements

  • Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)

  • Understanding of CPSR ( Contractor Purchasing System Review) audits and requirements

  • Ability to find win-win solutions with a "make it happen" attitude

  • Proven Leadership and Organizational Change experience

  • Project Management and Supplier Management experience

  • Financial Acumen

  • Strategic and Critical Thinking skills

  • Time Management and Organizational skills

  • Verbal and Written Communication skills

  • Active Secret Security Clearance or the ability to obtain a plus

  • Experience with large, international subcontracts a plus

  • Contracts / Legal background a plus

  • Earned Value Management experience a plus

  • Lifecycle Management experience a plus

  • Cost Analysis experience (COPD, CID, Competitive) a plus
