Subcontracts Administrator

PAE is currently seeking a Subcontract Administrator to support our Global Logistics and Stability Operations Division. This position will be located in the Arlington, VA Corporate headquarters.

This individual is responsible for cradle to grave procurement support to include contributing to the development of the management strategies, assisting with the execution approach and coordinating the overall written procurement proposal plans and text, and price estimates for formal and informal proposal activities within the company.

Primary responsibilities include:

  • Prepares solicitation documentation for complex acquisitions to include statements of work, terms and conditions, flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for the procurement. Interprets Subcontract requirements for Proposal Management Team.

  • Serves as the focal point when bids are received, reviews both the technical and cost proposals.

  • Negotiate Teaming Agreements (TA) and Non-disclosure Agreements (NDA) with selected teammates, vendors and consultants

  • Consults with PAE technical staff, and resolves matters of disagreement between PAE and the potential subcontractor.

  • Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.

  • Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives.

  • Prepares price and/or cost analyses using techniques other than adequate price competition.

  • Prepares written reports, letters, and memoranda required for internal and external distribution.

  • Coordinates subcontracting activities with various internal and external sources.

Qualifications:

  • Bachelor's degree in related discipline

  • 3-5 years of directly related experience in a government contracting environment preferred

  • Experience working in an approved purchasing system (CPSR) environment is required. A combination of education and experience may be considered to satisfy the above qualifications

  • Working knowledge of Federal Acquisition Regulations is required.

  • Experience supporting New Business Captures

  • Specific Skills:
    Extensive experience with Microsoft Office software to include: Excel, Word, PowerPoint, Visio and Projects. Costpoint experience is highly desired.

Other Requirements:

Some travel may be required to CONUS or OCONUS locations. Such locations may be considered austere.

Examples of the projects include systems security, compliance, Public Cloud Migration, Data Center Consolidation, Application resiliency, Database upgrades, patching, backup/recovery, Database performance tuning etc. * RMAN Backup and Recovery. * HA and DR – RAC (GI, ASM), Oracle Goldengate, Physical Standby Database, Active Dataguard * Oracle Goldengate (OGG) – Active/passive (one-way), Active/Active Install, setup, configure, troubleshooting, admin * Database migration scenarios. * Cloud support and migrations * Database Installs, upgrades and patching * BAU (day to day) DBA responsibilities * Capacity planning, logical and physical Database design * Provides technical support to application development teams, Application DB release changes, Backout process. * Understand Application. * Oracle Performance Tuning (P&T). * Proactive and Active Monitoring, Oracle Enterprise Manager (OEM) (Synthetic Monitoring). * Troubleshooting Skills (process, scripts, commands) to quickly Identify and resolve issues. * Oracle Security and Auditing. * Storage technologies and Networking. * ITIL (Release Management, Change management, Crisis Management etc.,) * Scripting skills: Shell, SQL, Linux/Unix * Devops, DB release automation for DEVOPS. * Navigate through Oracle Support process, Open and manage Service requests. * Prepare documentation for issues and technologies. What we're looking for... You'll need to have: * Bachelor's degree or four or more years of work experience. * Four or more years of relevant work experience. * Four or more years of experience as a Senior Oracle DBA to support on-premises and Cloud (OCI and AWS) various flavors of Oracle Databases. * Experience with Oracle Goldengate. Even better if you have: * A degree. * Knowledge of various flavors of Databases: MYSQL, AWS Aurora Postgres, NOSQL Database like, Mongodb, Cassandra, Dynamodb. * Ability to work in a production support environment with availability to attend off-hours calls, provide weekly on-call support. * Strong DEVOPS experience, Cloud automation (AWS and OCI), using APM tools. * PL/SQL, Python programming related to Database support, automation etc., When you join Verizon...
