Subcontracts Administrator IV (ICITAP)

PAE is currently seeking a Subcontracts Administrator to support the ICITAP (International Criminal Investigative Training Assistance Program). This position will be located in the Arlington Virginia (Courthouse) office of PAE. This individual will be responsible for cradle to grave subcontracts support to include contributing to the development of the management strategies, assisting with the execution approach, and life cycle management of a variety of different subcontracts.

Job Responsibilities and Duties

  • Under minimal supervision, responsible for preparation and administration of subcontracts, task orders and subsequent amendments.

  • Typical subcontract types under the ICITAP prime

contract will consist of labor type subcontracts, lease agreements, independent Consultants

  • Agreements and varies other subcontract types that may be typical of a training/ mentorship type prime contract.

  • Maintain a working knowledge of Federal Acquisition Regulations and standard commercial

procurement practices

  • Review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.

  • Develop sourcing lists for various services to support the development of requests for information (RFIs), quotations (RFQs), proposals (RFPs) and invitations to bid and interviews potential suppliers.

  • Review solicitation responses and perform relevant analyses to include price and cost, ensure conformity to Statement of Work, delivery terms, payment terms, and other terms and conditions of the procurement.

  • Negotiate aspects of the procurement to include price, payment and delivery terms, quality requirements, and other factors with suppliers to achieve the best value procurement possible.

  • Generate Purchase Orders/ Subcontracts

Education and Experience

5+ years of relevant experience with Masters degree; 8+ years of relevant experience with Bachelors degree.

PAE is currently seeking a Subcontracts Administrator II to support its international Development and Capacity Building (ID&CB) business area. This position will be located in the Arlington, VA office. This individual will be responsible for cradle to grave subcontract support across the business area and will be responsible for supporting BD activities that may include the management of TAs and NDAs. Job Responsibilities and Duties * in teaming arrangements and strategic marketing alliances between company and outside sources. * Reviews client solicitations and provides recommendations regarding outsourcing requirements to business management proposal team. * Under limited supervision, responsible for preparation and administration of subcontracts, task orders and subsequent amendments consistent with client requirements, government regulations and procurement policies and procedures. * Responsible for the negotiation of terms and conditions, analyses of price and creation of the subcontract document; monitoring Participates subcontractor's performance, managing deliverables and payment of invoices. * Prepares and supports subcontract negotiations. * Prepares and disseminates information regarding subcontract status, compliance, modification, deviation, negotiation and termination. * May be assigned higher value tasks with oversight from more senior level staff. * May support GSCM or program management on a variety of different initiatives that may include workflow, continuous improvement, and compliance reviews. Qualifications and Experience * 2 -7 years of experience in supply chain or a related discipline is required * Strong working knowledge and experience administering government contracts/subcontracts with FAR regulations * Significant experience supporting US Department of Defense and Department of State prime contracts * Previous US government contract experience * Must be willing to travel to austere and volatile areas Education and Computer Skills * Bachelor's degree in Business Administration or related field, or equivalent experience * Proficiency in Microsoft Office (Excel, Word, PowerPoint, Visio and Projects) * Costpoint experience is highly desired PAE is an equal opportunity employer and drug free workplace.
