Amentum is seeking a Subcontracts Administrator III to join our team in West Palm Beach, FL to support the Atlantic Undersea Test and Evaluation Center (AUTEC) mission. The Subcontracts Administrator III position is responsible for all phases of subcontract administration and is eligible for a hybrid work schedule. Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.

Essential Responsibilities:

  • Responsible for all phases of subcontract administration, including but not limited to issuance of request for proposals, proposal review, and subcontract execution activities.

  • Responsible for ensuring compliance with internal and government policies and procedures.

  • Perform liaison function between internal and external customers.

  • Coordinate, develop, and produce subcontract documentation such as non-disclosure agreements, teaming agreements, subcontract agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications and correspondence in accordance with Federal Acquisition Regulations (FAR).

  • Evaluate proposals and quotations.

  • Determine offer responsiveness, responsibility and eligibility for award.

  • Provide support for discussions and negotiations, as well as cost/price analyses.

  • Obtain and maintain documentation related to Cost Accounting Standards (CAS), Labor Law including Service Contract Act (SCA) and David Bacon Act (DBA), Defense Base Act, Equal Employment Opportunity (EEO), audit, environmental reporting and technical compliance.

  • Monitor and track subcontractor deliverables.

  • Ensure the management of subcontract file(s), prepare and control of all modifications and correspondence.

  • Review and process purchase requisitions.

  • Conduct subcontract file reviews in support of Government audits.

  • Negotiate terms and conditions with subcontractors.

  • Coordinate with Accounting department and Finance department in administering subcontract invoicing and payments, contract audit/filing and closeout process.

  • Ensure subcontract requirements are met, monitor cost status, assist in cost management and coordinate issue resolution with customers.

  • Interface and coordinate with subcontractor, intercompany, interdepartmental and internal department personnel.

  • Monitor small business goals on assigned subcontracts in coordination with SBLO, coordinate with technical staff, maintain records and participate in small business activities/fairs.

  • Enter subcontract information into applicable accounting systems, including CostPoint and MAXIMO.

  • Perform all other position related duties as assigned or requested.

Minimum Requirements:

  • At least five (5) years' experience in subcontract administration or related experience.

  • Bachelor's degree in Business Administration or related field is required.

  • Travel Required: Occasional travel to remote work location, Andros Island, Bahamas, based on business needs to support multiple Prime Contracts

  • Travel Required: Occasional travel to Nevada work location based on business needs to support multiple Prime Contracts

  • Experience with Service Contract Act (SCA), Davis Bacon Act (DBA) and Defense Base Act.

  • Experience with Cost Reimbursable, Firm Fixed Price, Labor Hour and Time & Materials subcontract types.

  • Excellent communication and negotiation skills and working knowledge of word processing, database, spreadsheets, and integrated software applications are required.

  • Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.

Preferred Qualifications:

  • Experience with Government construction and services contracting is preferred.
